Title: Facilities Specialist

Location: Bauchi, Nigeria (with travel, pending security situation, to state offices, etc.)

Background:

The purpose of the five-year (2020-2025) “State Accountability, Transparency and Effectiveness” (“State2State”) Activity is to increase the accountability, transparency and effectiveness of selected state and local governments (LGAs) in Nigeria. This will be achieved by: strengthening governance systems (with a focus on public financial management [PFM] and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene [WASH]); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary). State2State will achieve this purpose by facilitating the strengthening of subnational governance systems in a sustainable manner, supporting the efforts of local reformers and building on locally-derived solutions including, to the extent possible, reforms already working in other parts of Nigeria.

Position Objectives:

The Facilities Specialist maintains inventory of project assets and oversees repairs and preventive maintenance on a wide variety of building and facility equipment, fixtures, and systems. S/he performs or oversees work in several of the common maintenance trades such as carpentry, plumbing, painting, electrical, and/or machine & equipment. S/he is expected to closely coordinate with all staff as appropriate and as required to fulfill work responsibilities in a timely and quality manner.

Responsibilities:

  • Conduct routine day-to-day, periodic, or special inspections to determine repair and maintenance work necessary to prevent breakdowns of facilities, machinery, and equipment. Address maintenance works such as electrical and plumbing. Troubleshoot facilities or equipment issues and recommend solutions.
  • Oversee repairs or install and repair all facilities plumbing and electrical fixtures and fittings.
  • Make sure that all equipment is functioning properly and has regular maintenance to ensure optimal performance.
  • Coordinate with landlord and contractors to schedule repairs or replacements, when necessary.
  • Maintain inventory of spare parts, supplies, and equipment such as drills and other repair tools.
  • Record and maintain inventory of project assets in TAMIS Pro or other filing systems, electronic and hard copy as appropriate, as required by the project. Do physical spot checks on inventory of project assets maintained by all offices, including state offices, at least twice a year, and report on issues and corrective actions to also ensure compliance.
  • Develop and maintain efficient up-to-date stock of items in the store and coordinate monthly store inventory report from state offices.
  • Assist in evaluating and investigating personnel liability in cases of reported lost, damaged, misused, or stolen property; report and recommend appropriate follow-up actions, file local insurance claims or coordinate with DAI home office to file global insurance claim, when necessary
  • Coordinate the insurance of project vehicles and other property. Coordinate the disposition of assets when necessary.
  • Assist in Customs Clearance of project equipment and onward transportation to state office(s) if required.
  • Other duties of a reasonable nature as assigned by the supervisor or Chief of Party.

Reporting:

The Facilities Specialist will report to the Operations Manager.

Minimum Requirements:

  • Bachelor’s degree in a related field, such as building maintenance or building science, business administration, or relevant field, desired.
  • Associate degree in a related field, such as building maintenance or building science, preferred.
  • High school diploma or General Education/Equivalency Diploma (GED), required.
  • 6-7 years of practical experience in a generalist capacity managing facilities.
  • Highly organized and with the ability to multi-task without sacrificing quality of work.
  • Proficient knowledge of common maintenance such as carpentry, plumbing, painting, electrical, and machine/equipment repair and with troubleshooting skills.
  • Ability to identify facility/maintenance issues and recommend solutions in an organized manner.
  • Basic PC skills, including use of MS Office applications, Internet research/sourcing, etc.
  • Excellent interpersonal communication skills.
  • Possess both a willingness and an ability to train and be trained.
