Background

Save the Children has been operating in Somalia for over 50 years, and works in 17 regions implementing integrated project across a range of sectors, including Health, Nutrition, Education, WASH, Food security and livelihoods (FSL), Children protection and, child rights governance. Traditionally, SCI has been implementing the programs either directly or through local NGOs in some areas that are hard to reach due to security concerns. After implementing many projects in the country for many years, Save the Children is considering to explore new approaches that can make project’s to be more sustainable. This is because genuine development progress is complex, which necessitate the need to have integrated approach in order to appropriate solutions. This is in recognition of the fact that development initiatives that have real successes and results must focus on solving local problems that are debated, defined and refined by the local people and legitimised at all levels (political, managerial and social). This will help in building ownership and momentum throughout the process to be ‘locally owned’ in reality and not just in paper.

In view of this, it is essential that Save the Children contribute to the overall objectives and strategic direction of the Government of Somalia in its quest for decentralized fiscal arrangement. This will allow for tangible service delivery which is pivotal in building incremental trust between citizens and the government through basic service delivery. In support of this, Save the Children intends to work more directly with the government in projects that are related to service delivery such as Health, Nutrition, Education and water supply. However, success of this approach will depend on the level of preparedness of the government at districts, states and federal levels. It is against this background that Save the Children intends to carry out comprehensive assessments to establish the level of government preparedness.

SCOPE OF WORK

The assessment will be carried out at State government level. This will involve visits at the headquarters of all Federal Member States (FMS). In terms of work, the feasibility study and risk assessment will involve.

PURPOSE OF THE FEASIBILITY STUDY ON INSTITUTIONAL CAPACITY

The purpose of the feasibility study on institutional capacity and risks assessment is to provide an in-depth look into the level of preparedness of the government at the three tier levels (Federal, States, and district) in delivery of the earmarked services. Providing detailed analysis of the following key areas:

  • check the compliance on Human resource, finance, and supply chain service delivery within the different levels of Government (District, State and Federal)
  • Review gaps in Human resources, financial and supply chain in relation to the service delivery at federal and the member states.
  • Clearly check into the existing systems/ policies fitness and capacity readiness.
  • Interview/ panel discussions sessions with senior line ministries to assess the current position with the aim of providing diagnostic framework.
  • Provide recommendations of next steps in a phased transition of service delivery from SCI towards Government

Methodology

The study will employ a mixed methodology, but not limited to:

  • Desk review of background literature sector plan, strategic reviews), national development plan and statistics- of staffing in the three targeted MDAs (Health, Education, and Water) of FMS governments. Also, to be reviewed are Government development plans at both state and district levels;
  • Primary Data analysis – Data gathered using appropriate tool have to be collated, analyzed and interpreted systematically. The consultant will be expected to come up with detailed data/information analysis methods.
  • Key Informant Interviews (KII) – KII will be held at state level with the local administration, senior ministry staff.
  • Semi-Structured Interview (SSI) – SSI will be carried out with all heads of the three targeted MDAs at state level.

OUTPUTS AND DELIVERABLES

The consultant(s) should deliver the following outputs and deliverables.

3. Produce draft report for review by SCI; Provide all the raw data collected in the exercise;

4. Organize a validation meeting involving all stakeholders; in November

5. Submit final reports incorporating comments from the SCI and other stakeholders; The consultant(s) should submit the final report in soft and 3 hard copies. 31st December 2022.

Capacity of MDAs

The capacity assessment should demonstrate different department’s ability (HR, supply chain and finance) to lead service delivery and highlight current gaps in policies and procedures, systems and processes and resourcing when compared to best practices against international and national guidelines and standards. The capacity assessment should focus on service delivery across nutrition, health, education, and water supply, dependent on respective MDA, and including capacity of relevant sub-themes such as Gender/SGBV and disability inclusion.

This needs to examine the existing capacities across all Ministry departments (MDAs) in terms of the following:

  • Human resource
  • Financial management
  • Supply chain management
  • Monitoring and evaluation
  • Sectoral information system

Risk Assessment

This needs to examine the following aspects of the state government, including the roles and responsibilities and ways of working of the various MDAs across district, State and Federal level.

  • Political and Governance structures
  • Sector Strategies and Policies
  • Institutional Capacity for Implementation and Sustainability
  • Fiduciary

Time Frame

The consultancy work will last approximately 90 days including induction and travel days. The days will start by the date the contract is signed.

Terms and Conditions

Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of set standards of SC in Somalia the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, and accommodation while undertaking activities related to this assignment.

Code of conduct

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards to which all staff members must adhere and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not, therefore, disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.

Ethics And Child Safeguarding

The consultant is obliged to conduct the research in an ethical manner making sure children are safe at all times. The consultant should seek the views of various stakeholders, including children. Efforts should be made to make the research process child-centered and sensitive to gender and inclusion. The consultant must respect the rights and dignity of participants as well as comply with relevant ethical standards and SC’s Child Safeguarding Policy and Code of Conduct. The research must ensure voluntary, safe, and non-discriminatory participation and a process of free and un-coerced consent. Informed consent of each person (including children) participating in data collection should be documented.

A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables.

Property right:

All data that will be collected should be considered as SCI properties and can’t be used other purposes.
