As a registered charity, founded in 1979, Action Against Hunger operates in 45+ countries. The international network of Action Against Hunger is represented in France, United Kingdom, Spain, Canada, USA and India. Teams in the field combat hunger on 4 fronts: Nutrition and Health, Food Security and Livelihoods (FSL), Water, Sanitation and hygiene (WASH), and Mental Health and Care Practices (MHCP).

For our Operations Department in Somali/Gode, we are currently looking for the following professional:

Field Coordinator

Position General Objective:

Overall management and coordination of the programmes and support functions in Somali Base

Overall position description:

  1. Overall management of the programs in Somali Region
  2. Overall management of support functions in Somali Region
  3. Overall management of the security in Somali Region
  4. Continuous strategic analysis of the security and humanitarian context of Somali Region
  5. Representation of Action Against Hunger and liaison with authorities, UN, NGOs at field and regional level
  6. Human Resources Management
  7. Reporting and communication

 

Objective 1: Overall management of the programmes

  • In coordination with the Somali Program Managers, ensure proper program planning and proposal/concept notes development at Gode level. Encourage Program Managers to contribute to Master Base Program BoQs development, closely liaising with Technical Advisors.
  • Support Program Managers in ensuring all program monitoring tools are in place and properly used (PPP; SP; APRs; BFUs, DIP), ensuring cross-departmental collaboration where needed;
  • Closely support and follow up Program implementation in line with donor and government Agreements and with respect of Action Against Hunger Rules and Regulations;
  • Work closely with MEAL Specialist and PMs to ensure maintaining of sound monitoring system (PMs are responsible for the monitoring of their project with the technical support of the TAs, MEAL Specialist at Somali and MEAL Advisor at country level); proper Accountability and Learning practices. Ensure that Listening boxes feedback mechanism is fully functional.
  • Facilitate kick-off and closure meeting for grants and programs, and facilitate communication among Program and support department for smooth start-up and closure of programs/grants.

 

Objective 2: Overall management of support functions

  • Supervise, provide support to and coordinate closely with the Base Finance Manager to ensure proper and timely implementation of financial policies and procedures, including proper documentation, planning and execution of base financial plans and expenditures. Closely monitor Budget Follow-Ups (BFUs) and ensure costs of Programs and Support departments are accurately captured and projections are properly done for full budget expenditure. Additionally, ensure that monthly BFU and Grant Management Tool (GMT) meetings are in effect with all PMs.
  • Supervise, provide support to and coordinate closely with the Base HR Manager ensuring proper implementation and adherence to HR Manual, policies, procedures, memos and guidelines.
  • Supervise, provide support to and coordinate closely with Base Logistics Manager to ensure logistical processes (warehouse, fleet, premises, energy, PFU, SFU, LINK software etc.) run without delay and in adherence to KitLog internal and donor procedures.
  • Ensure regular communication and coordination among the support departments and regular communication and coordination with Program Departments at base level through regular coordination meetings.
  • Ensure timely planning and input from program and support departments during proposal planning/development stage and clear communication with Capital Program and Finance, Logistics and HR.

Objective 3: Overall management of security

  • As focal point for security management at Base level, ensure implementation of security procedures and directly manage security incidents and reporting with the supervision of Country Director, Deputy Country Director – Support and Country Logistics Manager.
  • Regularly update Base Security Plan documents, including hibernation and evacuation plans, with participation of Security Management Team and program teams as necessary.
  • Approve all field movement plans in accordance to security context and procedures.
  • Enable environment for information sharing among staff and ensure relevant security related context changes are timely and properly communicated to all relevant parties.
  • Provide regular security refresher trainings for staff.
  • Ensure that all visitors to the base receive security briefing within the first 24 hours
  • Timely update of security and context incidents to online platform SIRO

 

Objective 4: Continuous strategic analysis of the security and humanitarian context in Somali Region

  • Proactively follow and analyse the regional security context using all available sources (staff; authorities; key informants; RCC, iNGOs; UN Agencies – UNDSS, UNOCHA), timely alert Country Director, Deputy Country Director – Support and Country Logistics Manager on new developments related to security, new threats and risks with their impact on operations, and suggest plan of actions for mitigation.
  • Maintain and further develop networks of key informants for obtaining, triangulation and cross-verification of security related information.
  • Communicate security related context changes to Program and Support department Managers, clarifying the impact on programs and operations.
  • Proactively follow and analyse the humanitarian context development within the host communities together with the Program Managers and contribute to timely alerting on humanitarian emergencies and assessing capacities to support response, together with Country Director, Deputy Country Directors and Technical Advisors.
  • Participate at Somali Level Security Meetings and share regular updates where necessary with Base and Capital.

 

Objective 5: Representation and Coordination

  • Actively participate in Humanitarian Coordination meetings with iNGO, NGO, UN Agencies, Local Authorities at Somali level.
  • Actively participate in technical meetings (Nutrition & Health & WASH; FSL; Protection) where feasible, with involvement of Program Managers for technical input.
  • Actively participate and coordinate with iNGO at Somali level.
  • Ensure regular coordination meetings are taking place at Somali base level, with regular participation of program and support departments;
  • Ensure successful donor filed visits with support from Country Director and Deputy Country Director-Programs, involving relevant Program Managers at Somali level.
  • Represent Action Against Hunger towards authorities at Somali Federal, Zonal, Woreda and Kebele level (UN Agencies, ARRA, DPPFSA, BoFED, RHB etc.) and lead negotiations related to project planning, agreements, extensions etc.

Objective 6: Human Resources Management

  • Directly manage Program Managers (Nutrition; Mental Health and Care Practices and Gender Protection; Water Sanitation and Hygiene, Food Security and Livelihoods), Base Finance Manager, Base HR Manager, Base Logistics Manager, MEAL Specialist, Deputy Field Coordinator.
  • Provide strong supervision, guidance and support to carry out their tasks.
  • Foster positive team spirit and intervene/mediate in case of disputes.
  • Carry out regular and timely performance evaluations, on-the-job trainings, leaves planning and guesthouse management.

 

Objective 7: Reporting & Communication

  • Provide regular updates and reports to the CD and Capital Programs and Support teams on all issues pertaining to programme and operations management.
  • Coordinate and facilitate the timely production, review and sharing of Weekly, Monthly, Quarterly, Bi-Annual, Interim, Annual and Final Reports for Donors, Partners and Authorities at Somali level, with ensuring reporting schedules are monitored and respected, reporting templates are correct and reports are submitted timely and as per Agreements.
  • Support the monthly APR review, ensuring close coordination between Program Managers, MEAL in order to develop experience sharing, documentation and application of lessons learnt.
  • Ensure good and timely internal communication practices are in place in collaboration with all staff. Ensure practice of evaluating and questioning quality of service delivery if fostered;
  • Ensure the programme management is closely informed about the situation, social and political environment, evolution of the context and other relevant internal development;
  • Ensure visibility is implemented as per donors requirements and also as per the Action Against Hunger policy and procedure.
  • Collaborate with the Program and Liaison Department in the capital in order to ensure timely production and submission of reports and communication to local authorities at field level.

 

Objective 8: Additional Responsibilities

  • Perform any additional task assigned by direct line manager, (N+1) in line with job description and plan of action.

Job Requirements

Educational Qualifications:

  • University Degree (BA) or equivalent field of studies
