Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently, it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments.

Presently, Cordaid is expanding its program in different parts of the country. For that purpose, additional technical capacity is required.Therefore, Cordaid would like to recruit a Field Coordinator as detailed below,

Field Coordinator

(Malakal-based, with frequent field travel)

The Field Coordinator reports to the Programme Manager – Resilience and Livelihood.

Purpose of the position The Field Coordinator primary focus is to manage and coordinate implementation of the approved proposal with project team based in Malakal and in partnership with local NGO in Upper Nile State. His/her responsibilities will include but not limited to:

Responsibilities and accountability

Project Management (45%)

  1. Provide programmatic and technical leadership for resilience, disaster risk reduction and food security projects in former Upper Nile state.
  2. Support the development of small business development, agro-enterprise, micro-finance/banking, and/or livelihoods development.
  3. Ensure effective planning, implementation and reporting of project activities, contributing to the attainment of project outcomes. Devise tools for planning and tracking of progress, with constant update.
  4. Lead the generation of regular reports/project updates for sharing both internally and externally.
  5. Regularly communicate with the team and engage team members in key decision making.

Monitoring, evaluation, accountability, and learning on Resilience Projects (15%)

  1. Lead and guide the team on developing proper monitoring system and tools based on project logframe, and ensure its implementation by project team and partner organisation.
  2. Ensure all mandatory project indicators are updated in monitoring tools.
  3. Promote cross learning for the resilience and food security with local authorities, I/NGOs and relevant stakeholders.
  4. Keep track on project progress and budget usage and generate solutions to challenges.
  5. Constantly identify areas for improvement and provide recommendations.
  6. Provide regular monitoring and technical support for implementing partners.
  7. Contribute to the strengthening and maintaining of appropriate project tracking and knowledge management systems for all activities.

Operations Management for the Malakal Office (30%)

  1. Overview of operations management of all Cordaid services in Upper Nile (e.g. Resilience, Emergency Response and Health).
  2. Ensure team meetings are periodically conducted in the field and priority issues shared with the Programme Manager. Be the bridge of two-way communication between Country Office and field team members.
  3. Manage staff reporting to this position to ensure effective delivery of work and manage the staff performance.
  4. Impact constant learning and capacity building of the staff in the field and ensure to build on staff skills and proficiency from the gap and needs identified
  5. Ensure program staff has regular reflection on progress toward goals, and get insights from the field on the effectiveness of the program’s approach
  6. Ensure all HR functions are performed according to agency policies and regulations (e.g. staff appraisal, leave management, payroll, etc).
  7. Ensure human resources contractual issues are as per the South Sudan Labour Act and the donor programme and budget requirements.
  8. Supervisor the Field Finance Officer to ensure full compliance of agency policies and regulations. Ensure smooth accounting workflow in support to projects. Keep track of spending and provide monthly reconciliation. Ensure all financial supporting documents are in place for all transactions.
  9. Ensure logistics processes in the field are in full compliance to agency policies and regulations, including procurement, and other aspects of project administration. Ensure constant communication with the Logistics focal point in Juba for smooth logistics processes (procurement, transportation, fleet management, accommodation/rental) as per requirement.
  10. Act as Field Security Focal Point, and strictly follow agency security protocols
  11. Undertake Cordaid work in a manner that upholds the organisational value and integrity, and dignity and value for beneficiaries. Conduct himself/herself both professionally and personally in line with the Humanitarian Code of Conduct and related policies (e.g. Anti-Corruption Policy, Code of Conduct Against Sexual Abuse). Enforce the field team observe such policies, so as to ensure field actions will bring credit to Cordaid and not to jeopardize its missions.

Partnership, Representation and Coordination, Acquisition (10%)

  1. Represent Cordaid (as delegated by CD/PM) to engage with institutions at the state level, including UN agencies, state and county government, I/NGO on sectors where Cordaid is supporting.
  2. Actively participate in NGO, INGO, and UN Cluster meetings in the designated area, as and when required. Coordinate with sub-clusters and relevant platforms in promoting synergies and avoiding duplication
  3. Lead project delivery planning with implementation partner as described in the proposed action keeping in mind the capacity and ability to deliver and partnership relations including financial aspects of the grant.
  4. Support partner NGO’s capacity building for quality project implementations.
  5. As required, prepare project documentations and other material to develop or promote coordination activities and synergy contribute in writing proposals for DRR and FS resource mobilization in the country.

Qualification requirements

  1. Masters’ Degree in Agriculture Economics, Agribusiness, Environmental Studies, International Development, Disaster Risk Management or related field or equivalent experience.
  2. Minimum seven years’ experience working within international development, including direct experience in fragile and post conflict environments in a development country.
  3. Demonstrated ability in managing grants and projects, including project design, proposal development, budget preparation, expenditure tracking, monitoring and evaluations.
  4. At least 5 years’ experience working with disaster risk reduction, climate change adaption and resilience building programs and/or projects. Experience in community managed/based disaster risk reduction, farmer’s field school approaches is an asset.
  5. Proven track record for leading the development of high documents for internal and external communications’ including donor reports.
  6. Proven track record of donor contract management and good awareness of EU donor contract requirements.
  7. Demonstrated experience exploring, managing and strengthening partnerships.
  8. Excellent analytical and organisational skills – innovative thinker.
  9. Ability to cope in a challenging environment, or to deal with challenging situations
  10. Experience developing and leading trainings, workshops, evaluations. etc.
  11. Ability to create a team environment and coordinate with other departments
  12. Ability to manage time, prioritize tasks, respond quickly to requests.
  13. Excellent communications, inert-personal and problem solving skills.
  14. Excellent computer skills.

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

 Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
