PIN currently invites applicants for the position of Field Coordinator for the specific projects entitled ‘’Support of Selected Town Water Utilities in Sustainable Water Scheme Management in Bodity of Wolaita Zone; Dilla of Gedeo Zone; Kebado, Daye, Bona, Hantate and Hagere-Salam of Sidama Zone, Sawula of Gofa zone,SNNPR,Ethiopia, June,2019 to December,2021’’

Length of Contract: Until December 31, 2021

Required Number: One (1)

Main responsibilities:

  • Overall responsibility for the planning, managing, coordination and regular monitoring of the project activities to ensure smooth and fast implementation of the Town water Utility TWU project area.
  • The post holder will manage efficient use of budget at field level.
  • Executing water utility tasks with harmonizing the policies, strategies, roles and responsibilities of utilities stakeholders.
  • Provide technical support on Human Resources management for utility, on strategic business planning for Utility office.
  • Coordinate, facilitate and manage the utility integrated database management for utility
  • Providing technical support on the asset management utility and capable of the utility to have excellent technical skills on asset management
  • Providing technical support on customer service and billing, on leakage management (both real losses and apparent losses management), water safety and quality of water supply system of utility.
  • The post holder will be responsible to clearly model and network existing water supply system using WaterCAD and GIS. S/he is responsible to produce water supply system map for each utility.
  • Overall responsibility for the planning, managing, coordination and regular monitoring of the project activities to ensure smooth and fast implementation of the Town water Utility TWU project area. The post holder will manage efficient use of budget at field level.
  • Closely working with WaSH governance (customer forum, Water Board, WaSH forum), community and local government, and reporting while ensuring quality of Project delivery.
  • Facilitate, coordinate and insure the TWU project activities are delivered with limited budget, coordinate, facilitate and collaborate with other WASH programs team to ensure the project effectiveness in due time.
  • Coordinate all TWU related projects and supervises/provide technical support and guidance for Town water utility experts.
  • She/he ensures smooth teamwork within and across the project or program area/working team at the field office level while enhancing integration among other programs.
  •  Working with other regional actors, (like NGOs working in our implementation area) woreda and zonal level advocacy and networking, project level thematic area planning, implementing and strengthening partnerships and mainstreaming of child centered and women focus community development as well as electronic water reporting at zonal and woreda level.

Monitoring and evaluation

  • Monitor project implementation processes, coordinate evaluations, share learning’s and document best practices.
  • Prepare quality and timely preparation of different monthly, quarterly semi-annually and annual progress reports including case studies and lessons learnt and preparation & documentation of quality case study on best practice.

Accountabilities

  • Ensure quality project delivery at field levels of the project cycle management in line with the national town water unitality guidelines and policy approach.
  • Provide technical support to project areas in the selection of effective strategic options that address town water utility needs.
  • Ensure the technical soundness, appropriateness and general quality in town water utility project design, planning, implementation of projects in due time.
  •  Provide leadership into the infrastructure project planning, implementation, monitoring and evaluation; assess the outputs of project interventions.
  •  Ensure effective and efficient thematic area coordination in consultation with the project Coordinator and other project staffs.
  • Close monitoring and follow up for smooth and on time project implementation.
  • Prepare and develop in consultation with appropriate stakeholder’s monthly, annual and multi-year project plan.
  • Record and share good practices and case stories achievements of the project
  • Ensure effective and efficient management of financial resources, including review and check project budgets, monitoring expenditures, and implementing cost control measures.
  • Ensure quality and timely reporting and documenting of project activities including preparation of monthly, quarterly/yearly project progress reports.
  • Manage and organize trainings, workshops and meetings that concerns the project at field levels.
  • Ensure effective communication and information sharing on Town water utility project with in WaSH program
  • Ensure that Town water utility project are technically sound, socially and cultural acceptable;
  • Collect, Supervise and coordinate GPS coordinate of the existing water supply system of utility and run the system using waterCAD v8i both at steady and extended period simulation.
  • Serve as a principal representative to WASH thematic networks and clusters in the field that has relevance to the project implementation, to create collaborative and positive partnerships.
  • Ensuring mainstreaming of cross cutting issues mainly gender, environment, HIV&AIDS and disability in responses and also adoption of important approaches from PIN’s pertinent initiatives.

Job Requirements

  • BSc in Environmental Health, Public Health, Water Resources Engineering, Hydraulics and other related fields of studies,
  • With minimum 3 years of relevant experience in town water utility
  • Demonstrated experience in key town water utility the management- (water supply infrastructure analysis using waterCAD and GIS networking, customer tariff, supportive supervision, monitoring of urban water utility management, Aquatrate system and Business plan development etc.) of water supply and sanitation projects and infrastructures.
  • Experience and working with partners, local government and communities etc.
  • Experience on coordination and facilitation of the training, workshops etc.
  • Experience and Knowledge of using Water CAD, AutoCAD and related software packages are advantageous
  • Computer friendly (Word, excel, power point, outlook etc)
  • knowledge of spoken & written English language, speaking of local language i.e. Sidamigna is advantageous
