Shaping a stronger Oxfam for people living in poverty

Background

Oxfam has been present in the Democratic Republic of Congo since the early 1960s. Currently, Oxfam has a coordination office in Kinshasa and works in seven provinces: Ituri, North Kivu, South Kivu, Maniema, Haut-Katanga, Haut-Lomami, Tanganyika and Equateur. Oxfam has a Goma-based and mobile rapid response team which implements emergency food security and WASH interventions. It can operate throughout the country under the supervision of the Humanitarian Program Manager. The Oxfam Country Director, Program Director and Humanitarian Programme Manager work together to build synergies and continuity between humanitarian and development’s activities. Oxfam’s programs focus on the WaSH, food security, livelihoods and protection from both humanitarian and development perspectives.

Oxfam’s humanitarian response plan for Ituri Province focuses on lifesaving as well as resilience programming. The latter gives the opportunity to work with local partners as well as relevant government agencies. The actions will be inclusive and ensure equitable representation of communities and support mechanisms in a post EVD context.

Job Purpose

To provide overall support and quality control in management, design, implementation, monitoring and evaluation of the Oxfam’s Response in Ituri Province and maintain and improve established systems & structures required for the effective and timely implementation of quality integrated WaSH, EFSL and Protection response.

KEY RESPONSIBILITIES

Key Responsibilities

Programme design, planning and implementation

· To take responsibility for the assessment, designing, planning and implementation of the response programme

· Lead development of proposals with significant potential to contribute to achievement of objectives and outcomes in the OXFAM Response strategy

· Strong analysis of trends in the Humanitarian context which can feed into strategic and operational consideration

· Represent Oxfam programme on broader humanitarian issues and liaise with other INGOs and LNGOs

· To ensure that all work is carried out in a way that is sensitive to community needs and in particular to promote the full and equal participation of women in all aspects of the programme work.

· To take lead and support in proposal writing, reporting and fund raising for humanitarian work in programme areas

· Ensure a high quality, multi-sectoral approach, aiming at reaching applicable quality standards, with a strong focus on quality and accountability

· Provide regular, consistently high quality reports on programme and projects by ensuring that proper monitoring is included in the Response work

· Delegate responsibilities within the Programme Teams with clear agreed roles & responsibilities

Emergency management

· To monitor and analyze humanitarian context and immediately reporting on developments and advising on the suitability of Oxfam’s response. This should include assessment, review and evaluation of needs and possibilities for Oxfam to work in the required sector.

· To lead in the analysis of risks in the programme areas and feed in to Oxfam Response plan, monitor emergency’s work progress and to recommend any major changes with clear recommendations.

Programme and Project quality:

· Ensure programme and projects meet OXFAM Programme Standards, including a clear gender empowerment approach

· Supporting programme team to ensure effective and efficient delivery of programmes, including high quality support to partners on programme standards and technical issues

· Ensure the Response has a clear scale-up strategy for humanitarian response and implements this effectively and efficiently

· Ensure the Response has a MEAL system which meets OXFAM standards and MEAL processes are high quality

· Ensure the Response has a strong Accountability system which ensures strong accountability to beneficiaries and other stakeholders

· Review programmes and facilitate learning periodically

Internal and External compliance

· Ensure compliance with OXFAM policies and procedures, including effective use of minimum procedures during the programmatic humanitarian response delivery

· Ensure that donor contracts are managed in line with the donor compliance rules. This includes effective management of and support to local partners

· Ensure that monthly reports required are accurate and sent on a timely basis

· Support internal and external audit processes including implementation of recommendations as will be required

· Support compliance with government regulations and ensure effective working relationship

Representation

· To represent Oxfam during different coordination meetings, other relevant meetings and forums as may from time to time be requested by the line manager and give brief of Oxfam’s involvement in the forums

· To liaise with the relevant community leaders, government officials, donors, NGOs and UN bodies to co-ordinate Oxfam’s work with theirs

· To manage Oxfam’s profile and acceptance by government agencies, including the timely negotiation and signing of MoUs facilitating our programmes

Donor and Support Visits

· To ensure timely planning for visits by donor delegations or key internal visitors, liaising with programme teams and other stakeholders to ensure visits meet their stated objectives with minimal disruption to programme activities

· Manage the ToRs, expectations, field and office activities and debriefings with relevant staff for any Oxfam support visits

Team Management

· In line with the response strategy, plan the staffing needs, set the skills and competency requirement, develop/review the organogram and its associated job profiles/TORs, and work with HR on recruitment strategies

· Recruitment of local staff, and management of all Programme staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required

· Ensure clarity of programme team/staff roles and responsibilities including ways of working with partners and other teams

· Timely objective setting and performance reviews in line with Oxfam policy

· Regular work planning with staff and teams to assess progress and revise plans

· Ensure teams and staff have clear plans and work with other teams to ensure resources are available for these plans

· Ensure that programme staff are compliant with OXFAM policy, including Code of Conduct

· Ensure a positive working environment, modelling and encouraging appropriate behaviour and ways of working, while resolving staff concerns and/or correcting negative attitudes

· Ensure that change processes and dispute resolution are conducted in line with Oxfam policy

Budget Management

· To take overall responsibility for programme Budget management, monitoring of the financial performance of the programme

· Ensure that budgets are drawn up for all programme activities and that costs are kept within programme budgets

Documentation and Reporting

· To report regularly on programme issues including written brief situation report, monthly programme progress against objectives, on the humanitarian context

· Ensure regular implementation and monitoring of activities takes place and reports prepared and disseminated accordingly

· To provide program reporting as per requested formats.

SKILLS AND COMPETENCIES

· Proven experience of emergency work and an understanding of relevant issues.

· A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.

· First degree or equivalent in a relevant discipline

· Proven ability to work creatively, innovatively and effectively with limited direct supervision.

· Proven experience as a team worker and demonstrably co-operative with members of other teams.

· To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).

· Commitment to humanitarian principles and action.
