Purpose of the position:

The position holder will be responsible for operationalizing last miles digital and payment solution applied technologies deployment in humanitarian and development projects using LMMS and other prioritized digital data management system to support enhanced productivity and effectiveness of field operations.

Major Responsibilities

Last Miles Digital and Payment Solutions System Implementation and Capacity Building Lead
·         Ensure correct functioning of LMMS in beneficiary registration, enrolment, household updates and commodity distribution activities.
·         Support WVE users in planning new cash programming and LMMS field deployments, including identifying/verifying the equipment needs required for LMMS and other digital platforms, advising on implementation timelines and handling queries on LMMS use by programme staff.
·         Oversee Field Deployment Support Specialists and Field Monitors deployed to support project implementation (e.g. beneficiary registration and distribution management)
·         Report technical failures, help to replicate problems, and lead field installations with system upgrades/new releases.
·         Lead capacity development for WVE end user and technical staff to ensure adequate technical coverage for LMMS
·         Ensure end-users receive training on new releases of LMMS and replicating that training to all field operators of LMMS and other programming staff
·         Identify appropriate training methodologies and assist in delivery of such training to WV staff and partners on the LMMS

·         Induct new field staff as they come on board on LMMS business processes and standards.

·         Identifying program’s needs, documenting, and sharing such information with the WVI LMMS team

·         Coordinate and ensure that the  digital systems and processes are in place to support the identification, selection and registration of traders, or shop/business holders or FSPs who will partner with WV and its partner and lead all operations related with cash and in-kind distribution through vendors.

 

PQ, Accountability and Risk Management

·         Promote the use of digital systems or applied technologies implementation and for monitoring of cash, voucher, NFIs, Food, and other and humanitarian programs inside WVE and outside partners and share best practices to different stakeholders.

·         Regularly review performances of LMMS and digital payment solutions for better service delivery

·         Ensure users of the Rooming and Master Servers are performing regular backups of field data and ensure safety of data collected in field operations adherence to encrypted backup methodologies and secure local storage through USB devices.

·         Ensure adherence to data protection and security protocols at field level.

 

Knowledge Management

·         Maintain end-user guiding documentation, technical user documents and user guiding policies for end user and technical staff use, translated to local languages where necessary

·         Maintain information on trained staff, this will serve as a resource for HR by readily providing qualified staff for relevant roles for LMMS if/when needed by other programs

·         Oversee implementation of assets managed by Cash and Digital business unit where the technologies are implemented using them

·         Document technical shortfalls within the existing product offering

Prepare LMMS reports and forward them to relevant departments within WV Ethiopia and LMMS Global office as/and when required.

 

External Engagement and Representation

·         Maintain channels of communication with government, partner agencies, and other stakeholders for support and educating on leveraging LMMS and its technology suite on current programs and other emerging needs.

·         Coordinate with senior staff to ensure that plans for deploying LMMS in country programs are properly planned and appropriate budgeting information included in programs.

·         Provide regular reporting on field level system deployments/user experience to various stakeholder groups.

·         Develop and implement a capacity building and mentoring plan for end user and programming staff to make sure there is enough capacity in the field to fully leverage LMMS and its features in all programming

·         Maintain communication channels with training participants in order to monitor if training events are producing the intended impacts.

 

 

Personal/Professional Development

·         Actively pursue ongoing personal and professional development of self and staff to enhance contribution to the organization

·         Participation/certification in specialized trainings on Financial Digital Solutions/Applications (e.g. data visualization, EVS, LMMS advance user, BeCashReady, etc)

·         Participate in CaLP Level II training for program staff

·         Complete HEAT training

·         Complete beneficiary data protection training (Online)

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Relevant undergraduate degree (e.g. development studies; business administration; social science disciplines; information management, etc)
  • Certificates of training on LMMS, CTS and Cash & Voucher based programming
  • Certification in LMMS and CTS as Certified FAIRO
  • Gate way to Grant (G2G) Certified
  • Certified CalP level 1 and 2 Training (ToT on Cash and Markets)

 

Other Competencies/Attributes:

  • Experience in using and leading last miles digital and payment solutions (Applied Technologies) at the field
  • Experience in deployment to fragile, volatile contexts and supported the implementation of Cash, Food, NFIs, and other program interventions through last miles and digital technologies,
  • Humanitarian field experience with substantial exposure to aid agencies’ commodity and aid assistance business processes under chronic and rapid emergency contexts
  • Extensive experience using digital beneficiary management, data collection, digital payment systems and data analytics, such as LMMS, CTS, Red Rose, M-Birr, etc.
  • Basic ability to troubleshoot and document IT/software programming problems – both hardware and identify software failings
  • Experience of setting up mobile data collection tools, digital registration or other ICT tools
  • Experience working with both local and internal partners to design programs, implement or build capacity and deliver basic user training on LMMS
  • Understanding of program design process, and monitoring/evaluation frameworks
  • Demonstrable organizational, project management and planning skills
  • Experience in coordinating multi-agency programs
  • Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress

Experience in applying data protection principles in Humanitarian action (e.g. ICRC, EU)

  • Field level experience in managing complex in-kind distribution & encashment systematically
  • Managing logistics and field staffs for proper satisfaction of the community as per each project requirements
  • Mobilize resources such as equipment, staffs and others for proper field operation arrangement and coordinate field activities in supervisory role

 

Working Environment / Conditions:

  • The position requires ability and willingness to travel domestically and internationally up to 35 %of the time.  

Able to withstand travelling remote setting and work in a hostile emergency set up.
