Project Summary
The Cooperative development Foundation of Canada (CDF) has received a multi-year grant from Global Affairs Canada (GAC). The project, entitled “ 4R Nutrient Stewardship Program (4R –NSP)”, will be implemented in partnership with Fertilizer Canada alongside a representative of manufacturers, wholesale and retail distributers, The International Plant Nutrition Institute (IPNI) and the Ethio – Wetland and Natural Resource Associations (EWNRA), a local implementing partner. The goal of the project is to improve the socio-economic well-being and resilience of smallholder farmers, particularly women through improving agricultural productivity and sustainability. This project will promote the 4R fertilization method (right time, right rate, right source and right type) through lobby and advocacy initiatives with the national government. It will also support smallholder farmers to address fundamental causes of food insecurity while laying the foundation for long term economic prosperity through the Integrated Cooperative Models (ICM). 4R-NSP will develop a value chain with a strong focus on gender equality and will advocate for the implementation of 4R principles by regulatory authorizes and multi-lateral organizations (FAO).

Position Summary
The Finance and Administrative Officer is reporting to the Country Manager. He/she is responsible to ensure all administration, accounting and documentation of all financial transactions in timely and accurate manner. In addition, the finance officer will ensure donor and CDF Canada compliance of all financial expenses at the field level. He is expected to provide on-going support to partner finance officers to help them minimize errors. Moreover, the F&A officer will work and collaborate with CDF Canada senior finance office in Ottawa.
Essential Job Functions
- Adhere to CDF/GAC mandated, procedures, reporting timeline and controls; including, Procurement, Asset Management, and Finance procedures. Assist in training and orientation of partner finance officers to comply accordingly
- Administer and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables and payables.
- Implement and administer CDF Canada systems for internal control, compliance and accounting data processing and financial reporting functions in accordance with CDF Canada and GAC regulations.
- Assist partner finance officers to fully comply with CDF Canada and GAC finance/accounting procedures and reporting requirement
- Ensure that all monthly and annual reports are fully completed and supported by all necessary documentation in line with CDF Canada and GAC policy
- Ensure that operational cash advance is maintained at a lowest level possible facilitating smooth program delivery.
- Do the weekly and monthly cash counts and reconciliations
- Responsible for proper filing of all receipts and documentation according to CDF Canada and GAC procedures.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to CDF Canada and to not jeopardize its operations in Ethiopia.
- Do other duties as assigned.

Job Requirements
Required qualifications and experience
- Bachelor’s level qualification is required in Accounting from a recognized university. Professional qualification in finance and accounting will be an advantage.
- At least 5 years proven and progressive experience working on finance management, accounting, and audit work is required
- Knowledge and experience of GAC procedures, reporting and fund accounting is desirable
- Experience in the management of cooperatives is an advantage
- Ability to build the capacity of staff and partners to deliver advocacy wor

Success Factors
A clear understanding of Finance, Administration and Procurement ethics as well as the willingness and ability to enforce compliance with CDF Canada and GAC policies and procedures is essential (quality and timing of the report are critical success factors). The ability to interact effectively and work closely with EthioWetland and Natural Resource Association and other stakeholders finance staff is a critical success factor as well). A demonstrated ability to work timely and accurately, meet deadlines and process information in support of program activities is necessary.
