JSI is seeking a Director of Finance and Administration (F&A Director) for the Community-Capacity for Health Program (CCHP) in Madagascar. JSI/CCHP or Community Capacity for Health program will contribute to the Government of Madagascar’s (GOM) plan to reduce maternal, child and newborn mortality and morbidity through improved community health services and the systems that support them. Started on June 6, 2016, the program will assist the GOM especially at the regional, district, commune and Fokontany levels to make improvements in the areas namely in community health, local governance, emergency transport in remote regions, community engagement, communications and behavior change, health systems strengthening, and technical areas such as family planning, nutrition, maternal and child health, and community hygiene

Description:
The Director of Finance and Administration is a full-time position and will be based in Antananarivo. The person will be responsible for the management of all of the project’s financial and administrative operations. S/he will work closely with the Chief of party, COP, in the oversight of program functions, support, and guidelines. S/he will ensure that the financial systems and internal controls are in place and comply with the standard US Government rules and regulations, and JSI/HQ policy and procedures. S/he will serve as the focal person for all budget and disbursement processes of the JSI field office. S/he will coordinate and liaise with JSI/HQ in Boston, USA on all financial and administrative matters as necessary. The Director of Finance and Administration is part of the program management team and will be supervised by the COP.

The team will be conducting interviews on a rolling basis until the position is field.

RESPONSIBILITIES

  • Collaborate with the COP and other key personnel to ensure coherence between programmatic activities and financial and administrative provisions;
  • Assist Project Director in addressing cooperative agreement-related issues and ensure that the Project’s financial controls and systems comply with US Government practices and meet all required rules and regulations and follow all JSI policies;
  • Supervise all central- regional and District based financial and administrative staff and serve as the point person for JSI-related financial queries, coordinating all correspondence from the central office regarding wiring of cash, payments, and other financial matters;
  • Direct the preparation and negotiation of project budgets and modifications in coordination with JSI/Boston;
  • Manage, monitor, and update project budget and obligated funds; review and analyze variations and share with JSI/Boston;
  • Regularly conduct cost analysis and forecasting of project funds as a part of regular financial planning and analysis for monthly financials, quarterly forecasts and other reporting ; Make budget adjustments, and other cost improvement measures, as required.
  • Supervise/Provide monthly financial reports and cash flow plans to the Project Director and HQ management;
  • Determine updated monthly accruals and projections as required;
  • Direct and oversee the monitoring of cost-share requirements, tracking and reporting.
  • Supervise all administrative and financial staff;
  • Ensure compliance with US government rules and regulations and JSI policies and procedures in implementation of all program activities.
  • Oversee procurement of equipment and services;
  • Work with the Senior Administration Manager to provide asset / property management and inventory control.
  • Supervise project complies with tax laws and other government regulations.
  • Other tasks as assigned by the COP.

QUALIFICATIONS

  • Master of Business or Finance degree and CPA or a relevant degree from a recognized University or equivalent preferred;
  • At least 10 years of experience managing finances for large NGO programs with direct experience managing the finances and administration of USAID-funded projects;
  • Experience of USAID business practices and detailed knowledge of policies and procedures;
  • Extensive experience with project financial management, including financial controls, accounting, and audit, as well as financial reporting;
  • Experience managing and supervising program staff;
  • Fluent French required.
  • Professional level English strongly preferred.
  • Malagasy preferred.
  • Good interpersonal skills and experience working in a multi-cultural environment

Salary commensurate with experience.
