FHI 360 is currently seeking a qualified Finance and Operations Director for an upcoming five-year USAID Liberia Health Systems Strengthening (HSS) project. Working under the leadership of the Chief of Party as a key member of the senior management team, the Finance and Operations Director will be responsible for financial analysis, planning, and oversight to support effective implementation. He/she will supervise the finance and operations department processes. The position will be based in Monrovia, and is contingent upon award to FHI 360.

KEY RESPONSIBILITIES:

  • Oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and the project’s financial reporting
  • Develop key operational and financial management and reporting systems that comply with USAID, FHI 360 and local government policies
  • Establish and monitor compliance standards, including development of project policies and manuals
  • Provide oversight to financial and administrative teams, including human resources
  • Ensure financial project reporting and manage subcontractor financial and compliance processes

MINIMUM REQUIREMENTS:

  • A minimum of a Bachelor’s Degree required (or foreign equivalent) in Business, Accounting, Finance, or related field relevant to the position requirements (Master’s degree strongly preferred)
  • Must have at least 5 years of experience in financial management for USAID-funded projects, experience working with USAID contracts preferred
  • Significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems; expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines
  • Must have excellent communication, diplomatic, and negotiation skills, including experience working at a home office/headquarters
  • Ability to multi-task, meet deadlines, and accomplish goals
  • Prior experience working in Liberia preferred
  • Proficiency in oral and written communication in English required
