Job Overview:

The South Sudan Advancing HIV & AIDS Epidemic Control (AHEC) Program will operationalize pathways to epidemic control using global 90/90/90 targets for 2020 and 95/95/95 targets for 2030. Program activities will aim to diagnose persons infected with HIV, provide life-saving antiretroviral (ARV) therapy for persons living with HIV (PLHIV), and support retention and adherence to ensure HIV viral suppression to reduce AIDS-related deaths.

Two key objectives are 1) to increase prevention, care, treatment, and retention services for at-risk men, women, children, and key populations, and 2) strengthen the capacity of local partners to prepare them to receive prime funding. AHEC will be required to achieve South Sudan’s annual 90/90/90 targets.

Position Description

The Finance and Operations Director will report to the Chief of Party (COP) and will provide oversight to financial management and operational systems for AHEC. S/he will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime contractor and any sub-awards. Based in Juba with frequent in-country travel, s/he will work with project staff and partners to develop innovative and evidence-driven approaches to boosting uptake of health services.

Key Roles and Responsibilities

· Oversee financial and sub-contract management, HR, administrative, procurement, and logistical operations

· Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with the different donor rules and regulations; support donor auditing procedures;

· Collaborate with the COP and DCOP in budget planning and financial management

· Ensure strong working relationships with USAID and partners;

· Provide financial reporting for annual budget planning, pipeline analysis, and audit reviews and assessments;

· Ensure systems are streamlined between administration, HR, finance, procurement, and programs;

· Institute staff development plans for training and capacity development;

· Support preparation of donor financial reports

· Ensure strong working relationships between the field office and HQ;

· Other relevant tasks as assigned.

Qualifications

· A post-graduate degree in business, accounting, finance, or related field relevant to the position requirements.

· At least eight years of experience in financial management for large complex projects, for which at least five years were working in the field of international development.

· Skilled in developing and managing large budgets, experience with managing logistics for the implementation of public health programs in Africa, and demonstrated in-depth knowledge of USG Cost Accounting Standards;

· Demonstrated experience in financial management and operations for USAID contracts;

· Possess excellent organizational, analytical, oral, and written communications skills; demonstrated supervisory skills; ability to work well in a team;

· Professional level of oral and written fluency in English language;

· Ability to travel within South Sudan or region and internationally, as needed;

· Willingness to support IMA’s mission.
