Chemonics seeks a finance and operations manager for the five-year USAID/Feed the Future Value Chain Services Activity in Senegal. The activity will establish and manage a flexible mechanism that will provide technical assistance, training, material, and other resources to improve food security through strengthened agricultural production and market systems, the professionalization of key agriculture value chains, and rational management of natural resources. Candidates should demonstrate expertise in private sector investment, access to finance, agribusiness development and/or local capacity development. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Ensure efficient day-to-day program operations, including procurement, grants, logistics, finance, and compliance
  • Oversee operations of the program; lead the finance, operations, grants, and procurement staff
  • Ensure compliant operations and supervise finance teams to ensure that the program’s accounting, financial reporting, and financial management systems comply with Chemonics’ high standards, international best practices, the terms of the contract, and U.S. government regulations
  • Lead the local capacity–development component that supports domestic organizations including SMEs, farmer organizations, and government bodies in their journey to self-reliance

Qualifications:

  • Bachelor’s degree
  • Three years of recent experience providing financial management and administration for an international development project in West Africa or Senegal
  • Experience in accounting and/or auditing, reporting, managing subcontracts or other sub-awards, with demonstrated knowledge of applicable regulations. This includes accounting finance, business administration, and skills developing and managing large budgets
  • Professional experience with U.S. government agencies, host-country governments, small NGOs, and other relevant stakeholders
  • Effective project management, technical and analytical skills, personnel management, and strong interpersonal and teamwork skills
  • Demonstrated leadership, versatility, and integrity
  • Oral, written, and presentation skills in French (advanced proficiency) and English (proficiency)
