Overview of the position:**
- The OTI program in Somalia is primarily a community based, small grants initiative implemented in close coordination with the donor, with communities in priority areas & with all levels of govt., particularly newly formed District Administrations & regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning & stabilized Federal State through activities that promote good governance, consolidation of the federal structure & a receptive environment to respond to emerging political contingencies.
- Under the technical guidance of the Resource Management Officer of OTI Somalia in Nairobi & under the direct supervision of the Senior Finance Assistant, the successful candidate will be responsible for performing routine administrative/financial functions such as processing of invoices, payment of bills & assisting in reconciliation of accounts in connection with SSI activities in Somalia.
Role objective:
The responsibilities will include, but not be limited to, the following:
- Assist with the processing of the general accounting activities of the SSI finance unit in Mogadishu.
- Perform all functions in accordance with the established Financial, Procurement & Accounting Regulations.
- Perform verification of invoices as per established organization processes & approvals including all implementing partner’s payments.
- Ascertain that the equipment, supplies or services they refer to were duly received or provided before proceeding with payment request.
- Assist in processing requests for payments.
- Ensure all supporting documentation & signatures according to established approval standards are obtained before finalizing & forwarding documentation to Finance office in Nairobi.
- Maintain a field finance tracker of all SSI payments generated from the field.
- Check, verify & ensure that all Letters of Invitations (LOIs) & Travel Expense Claims are correctly completed before payment processing.
- Handle & manage petty cash for the field offices.
- Set up & maintain a filling system for the finance unit in Mogadishu for both hard copy & soft copy of payments.
- Prepare reports as needed & required.
- Perform other related duties within the incumbent’s capabilities that might be assigned by the Supervisor.
Project reporting:
- This role works under the technical guidance of the Resource Management Officer of OTI Somalia in Nairobi & under the direct supervision of the Senior Finance Assistant.
Team management:
- This role does not have any team management responsibility.
Geographical experience:
- Minimum of 2 year of experience in Africa (essential).
Education:
- University Degree OR Diploma in Accounting & Finance, Business Administration, Public Administration, or an equivalent combination of training & experience
Experience:
- Preferable two (2) years of relevant professional experience in a busy administrative & finance office/environment.
- Working knowledge of USAID Procurement & Logistics policies, rules & regulations is an added advantage.
- Strong knowledge of computer applications, especially MS Word, Excel, Outlook & Access.
- Knowledge of SAP an added advantage.
