POSITION TITLE: Finance Assistant, Liberia

LOCATION: Monrovia, Liberia

GROUP: Human Rights, Education, and Empowerment (HREE)

REPORTS TO: Country Program Manager

POSITION SUMMARY:

The Attaining Lasting Change for Better Enforcement of Labor and Criminal Law on Child Labor, Forced Labor and Human Trafficking (ATLAS) project, funded by the US Department of Labor (USDOL), aims to increase the capacity of the Liberian government to address child labor, forced labor, and human trafficking through two outcomes:

  1. Strengthened labor and/or criminal legal framework concerning child labor, forced labor, and/or human trafficking; and
  2. Improved enforcement of the labor and/or criminal legal framework, specifically related to child labor, forced labor, and/or human trafficking.

Under these outcomes, the project implements a series of activities including training, technical assistance, and awareness raising.

The Finance Assistant will assist project staff tin the financial management of the project, including procurement, payment, accounting, and financial reporting. Winrock expects this position to begin on or about April 1, 2023 (contingent upon donor approval). The position is currently scheduled to end on or about May 31, 2024.

Please note that this is a part-time position at 50% level of effort. The selected candidate must be available to work 20 hours per week, but this position will allow for a flexible schedule. The selected candidate will be hired as Winrock staff and receive applicable benefits, including health and life insurance, transportation stipend, vacation days, and severance pay.

ESSENTIAL RESPONSIBILITIES:

The Finance Assistant will be responsible for completing financial and accounting tasks as required by Winrock policy and procedures. S/he will work under the direction of the Country Program Manager in Liberia to manage effective, transparent and auditable processes and procedures. Specific responsibilities include but are not limited to:

  • Maintain bank, cash, and checkbook records.
  • Prepare wire requests to be submitted to Winrock’s home office.
  • Prepare monthly payroll in compliance to labor and tax laws in country and other Winrock’s process and policies.
  • Prepare and update monthly disbursement schedule and financial reports.
  • Coordinate with Winrock’s regional finance office.
  • Assist compliance with country financial, accounting and operational policies.
  • Make payments to staff, vendors and consultants in compliance with Winrock and donor regulations and Liberian legal requirements.
  • Adhere to Winrock and donor financial procedures and record-keeping policies.
  • Manage relations with banking institutions, the medical insurance provider, Liberian revenue government agencies, etc.
  • Maintain updated and accurate F&A filing system, as well as personnel files.
  • Keep a proper individual travel advance request filling system to ensure staff account for resources in an accurate and timely manner.
  • Submit timely and accurate monthly financial and reconciliation reports to home office, with the Country Program Manager for approval.
  • Prepare and update inventory list.
  • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND:

Successful candidates will have a minimum of two years of financial and/or accounting experience specifically on projects or programs funded by international donors, U.S. government donors:

  • Bachelor’s degree in business administration, accounting, finance, or other related field of study required Any accounting certifications preferred.
  • At least two years of experience in financial management and financial compliance on international donor funded projects, preferably U.S. government donors.
  • Exceptional organizational skills.
  • Fluency in written and spoken English.
  • Strong skills in spreadsheet software (Microsoft Excel).
  • Working knowledge of QuickBooks Pro.
