SUMMARY STATEMENT OF DUTIES AND RESPONSIBILITIES:

Under the supervision of Senior Finance Officer the Finance Assistance is responsible for the effective coordination and management of all Payments, collect all Program/Travel advance, and Effect all cash in office, petty cash and check payment of the camp and field office.

MAIN DUTIES AND RESPONSIBILITIES:

  • Effect all cash in office, petty cash and check payments of the camp and field office when needed.
  • Make sure the authorization schedule issued is in place before effecting any payments.
  • Collect all programs and travel advance returns and prepare cash receipt for the collections.
  • Deposit all cash collections on time up on receiving of the cash.
  • Send all original financial documents of the month to Addis office every 12 &25th of the month.
  • Responsible to maintain files for financial records, agreements and other incoming and outgoing letters in the camp.
  • Replace the Finance Officer in his/her absence and under take all duties.
  • Preparing all tax reports of the field office and paid to the revenue authority on time.
  • Keeping all used and unused finance vouchers in a safe place.
  • Timely collect all debit and credit advices and bank statements from Bank before closing of the monthly financial reports.
  • Keep all used and unused check books in the safe box.
  • Keep the petty cash fund in the safe box and replenish timely when reaches its minimum balance as per the IRC policy.
  • Ensure all photocopied financial documents are in place before sending the original to field office.
  • After the approved financial documents are received, schedule and call suppliers for payment.
  • Follow and file financial payment documents sequentially before sending to the Addis Office
  • Follow daily the finance Pigeonhole and collect any documents related to finance.
  • Communicate with responsible person for any unsupported documents and report to finance officer if any overlook by FM or Finance officer.
  • Perform other appropriate duties when assigned by camp manager and finance managers

REQUIREMENTS

·         Diploma or Degree holder in Accounting and related field & minimum of 3 years or 1 year experience respectively.

·         NGO experience is plus.

Skills:  

  • Operating excel, word and access is required. Knowledge of Sun accounting systems and/or other accounting software is advantageous.
  • Good communication and interpersonal skills
  • Fluent English & Amharic essential

Personal specifications:

  • Ability to work under pressure, long work hours, and high workload.
  • Ability to independently organize work and prioritize tasks.
  • Self-motivated, honest, highly responsible, and punctual.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
