Context:

The SSI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies.

Under the overall guidance of the Resource Management Officer – SSI, and under the direct supervision of the Senior Finance Assistant based in Nairobi, the successful candidate will be responsible for organizing, administrating, tracking and coordinating the financial documents for grants within the Somalia Stabilization Initiative (SSI).

The Finance Clerk is responsible for assisting the collection of all the required signatures and storage of documents for future references.

Core Functions / Responsibilities:

  1. Assist to prepare payment vouchers supported by sufficiently authorized documentation;
  2. To track and follow up on final authorization of all the reviewed, authorized and approved payments within SSI;
  3. Coordinate with SSI Mogadishu Finance unit in submitting reviewed, authorized and approved SSI-IOM payments to the Mission finance for final approvals and payment;
  4. Assist in follow up of for treasury entries by mission finance and monitor actual payments are released on time;
  5. Maintaining a tracking record of all the payments generated within SSI that are forwarded to mission finance;
  6. Assist and provide technical support to the Accounts Unit staff, with the data entry Into the PRISM accounting system;
  7. Assist in preparing grant expenditure records reconciliations on a weekly and monthly basis between the SSI Finance records/PRISM and the DATABASE/OTI Anywhere;
  8. Assist in posting accounting transactions in SSI-IOM parallel tracking system (in excel) for eventual transfer to the database;
  9. Assist the Senior Finance Assistant to ensure all the grants have been charged accurately and according to the budget;
  10. Assist in maintenance of grants payment log sheet of all SSI Grant payments and extract PRISM report on grants to reconcile with log sheet on regular basis;
  11. Assist in preparation and reviewing of grant trackers, SMT dashboard and ensure GFCF and PCFs are generated for grants that are earmarked for closure
  12. Support and coordinate in ensuring SSI archive/filling is up to date.
  13. Any other duties as assigned.

Required Qualifications and Experience

Education

  • One-year experience with bachelor’s degree in Finance, Accounting, Business Administration or any other related field. Certification in CPA II or more will be an added advantage; or
  • Completed High School degree from an accredited academic institution, with three years of relevant professional experience.

Experience

  • Experience working as a Finance Clerk, preferably in an international, non-profit environment;
  • Thorough understanding of USAID Procurement and Logistics policies, rules and regulations;
  • Demonstrated ability to maintain integrity in performing responsibilities assigned;
  • Previous experience with UN and International Agencies, or NGO’s an advantage;
  • Mature individual, able to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision;
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues;
  • Demonstrated ability to maintain integrity in performing responsibilities assigned;
  • Previous work experience in grants or finance related field especially on USAID funded projects.

Languages

Fluency in English and Somalia is required.
