It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM is active in North-East Nigeria since 2016. The program is implemented around the main following components: access to free quality primary health care, nutrition screening and treatment, GBV survivors’ treatment, MHPSS support.

MdM has its coordination office in Maiduguri, field offices in both Maiduguri City and Damboa, and a liaison office in Abuja. The team is composed of 10 expatriates and around 300 national staffs.

Currently the mission is shifting its logic of intervention towards a more sustainable, Nexus approach: ERT team doesn’t exist anymore and we are slowly shifting from substitution programming (MdM-run clinics) to the support to public health facilities in a bid to foster durable solutions.

At the same time, new crisis areas have arisen in North-West and Central Nigeria and 2 needs assessments have been conducted by MdM teams in Zamfara State in 2021, and we plan to conduct further assessments in Katsina and Benue states in 2023.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you will provide leadership and management necessary to ensure that programmatic and operational goals of the country mission are met through appropriate financial infrastructure and systems.

Your main responsibilities are:

Strategic financial planning, effective budget and financial management

  • Monitor overall budget consumption according to donors’ constraints
  • Provide reliable informations on budget consumption and forecast
  • Be responsible for financial datas management
  • Support the general coordinator on strategic direction
  • Take initiatives to build or enhance sound financial management
  • Prepare, revise and maintain country mission operating budget
  • Work with all departements in preparing and/or revising grant budgets
  • Carry out updating of grant pipelines and monthly projections and prepare budget revisions
  • Identify and analyse any discrepancy

Treasury and accountancy

  • Be responsible for the soft accountancy
  • Be responsible for the cash provision and safe management
  • Assess the needs for the projects
  • Ensure that payments are made in a timely and secure manner
  • Be responsible for the update and implementation of the cash management protocols
  • Coordinate the closure of monthly accountancy
  • Be responsible for all bank transactions

Audit, compliance, and reporting

  • Responsible for the production of financial budget to donors, for the financial issues linked to partnerships, for the compliance of all the accountancy’s documents and for sending financial documents to HQ
  • Prepare, organise and supervise audits at field level and provide all documents necessary for external and internal audits
  • Ensure the tax payment in time
  • Ensure that all legal documents and contracts are timely sent to HQ
  • Develop and/or revise and implement country mission-specific financial procedures and guidelines
  • Ensure internal financial procedures, systems, policies and controls are applied
  • Ensure a harmonized financial organization and accurate transactions
  • Prepare financial reports and donor budgets
  • Ensure all MdM’s financial activities including payroll, income and other taxes are compliant with Nigerian laws
  • Ensure proper archiving

Team management

  • Overall responsibility of the finance department including the HR sizing
  • Supervise the finance team (recruitment, training, appraisals, capacity building)

Coordination, partnership and capacity building

  • Coordinate closely with the HR coordinator on all HR matters
  • Participate to the monthly grants review meeting
  • Organise BFF meeting on a monthly basis
  • Ensure when needed and by delegation of the general coordinator the representation of MdM in front of donors
  • Liaise with INGO finance directors in-country
  • Ensure the proper e-archiving of the partners financial reports and accountancy
  • Provide strong oversight and capacity building to MdM local partner

CONDITIONS OF EMPLOYMENT:
Status : Employee

Contract : Fixed-term contract
Duration : 6 months
Starting date: as soon as possible
Gross monthly salary: 3119 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 recovery days per year

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
