MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM France has been working in Ethiopia since 1986. The mission has recently significantly grown. Although the Covid19 pandemic was a challenge for the teams and the programming, in 2020 and 2021 it has expended with its current programming in Semera (Afar) and Chinaksen (Oromia) where MdM France leads a consortium with COOPI and MdM Germany, and solid prospects for intervention in connection with the conflict in some parts of the country. The mission has also reshaped after the hand over of its project in Somali region to MdM Germany on May 1st, 2021. In 2023, MdM should start new activities in Tigray, for the first time since the start of the war.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator and in collaboration with the financial advisor at HQ, you provide leadership and management to ensure programmatic and operational goals of the country mission are met through appropriate financial infrastructure and systems.

Your main responsibilities are the following:

Financial planning, budget and financial management

  • Support on strategic direction of the country mission’s funding plan, operating budget and risks management
  • Prepare, revise and maintain country mission operating budget and grant proposal budgets per assigned grant portfolio
  • Prepare and/or revise grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and headquarters costs
  • Effect updating of grant pipelines and monthly projections per assigned grant portfolio and to propose and prepare budget revisions
  • Monitor overall budget consumption according to donors’ constraints and update regularly the budget follow-up tool

Treasury and accountancy

  • Be responsible for the cash provision and safe management across the different programs
  • Assess the needs for the projects for the coming months, compile fund requests from each department to monitor cash flow management and submit it to HQ
  • Ensure that payments are made in a timely and secure manner across
  • Be responsible for the soft accountancy of all sites for both accounting & donor allocations
  • Be responsible for the update and implementation of the cash management protocols
  • Coordinate the closure of monthly accountancy
  • Be responsible for all bank transactions

Audit, compliance, and reporting

  • Be responsible for the production of financial budget (proposal and reports) to donors
  • Be responsible for sending financial documents to HQ on a monthly basis
  • Develop and/or revise and implement country mission-specific financial procedures and guidelines
  • Prepare, organise and supervise audits at field level
  • Ensure a harmonized financial organization an accurate documentation of all financial transactions
  • Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the operations
  • Prepare financial reports and donor budgets (proposal, interim and final reports) as per donnor’s contracts requirements
  • Ensure all MdM’s financial activities including payroll, income and other taxes are compliant with Ethiopian laws

Team management

  • Be responsibility of the finance department including the HR sizing
  • Be responsible for and/or supervise the overall recruitment and training of the finance department staffs
  • Support and provide advice to the finance team and to other departments
  • Conduct regular performance appraisals of direct reports
  • Train and build capacities of staffs in the department

Coordination, partnership and capacity building

  • Coordinate closely with the HR coordinator on all HR matters
  • Participate to the monthly grants review meeting, provide financial information to the coordination team
  • Organise BFF meeting on a monthly basis
  • Ensure the representation of MdM in front of donors
  • Liaise with INGO finance directors in-country and actively participate in interagency coordination meetings
  • Provide strong oversight and support to MdM local partner / sub-grantee’s activities, including compliance with donor regulations and capacities building
  • Provide capacity building to MdM local partner in Ethiopia

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

Starting date: as soon as possible
Gross monthly salary 2 940 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

22.5 RTT (recovery days) per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
