MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

From the 1990s until 2005, MdM ran HIV/AIDS programs, including support to orphans, in the districts of Rakaï and Kyotera, with technical and financial support to the hospital of Kakuto for HIV counselling and testing.

Since 2015, MdM has been supporting the local organization MARPI (Most At-Risk Populations) through grants and training. Since 2009, MARPI has been running a health facility located in the Mulago national referral hospital in Kampala, which provides free health services to the key populations, including sexual minorities and gender identities. MdM provided MARPI staff with training on proctology.

In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi, northern Uganda, where the French section of MSF has been present since 2016.
MSF handed over the OPD activities to MdM in July 2018. It is planned for MdM to take over the IPD activities in April 2019. Then a two-year transition process will start leading to a handover of Bolomoni HC III to the Yumbe District Health Office by March 2021 at the latest.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you have the financial responsibility of the programmes according to MdM and donors standards.

More specifically, your responsibilities are to:
-Monitor the financial system and ensure the development of the project budget
-Manage the update of the monthly accounts and the monthly budget follow-up and forecast (BFFU)
-Analyse the BFFU, share and inform the coordinators in order to update the forecast with them
-Ensure the implementation of the accounting follow-up (definition of procedures and accounting functioning system)
-Ensure transactions are properly recorded and entered into the computerized accounting system (SAGA)
-Supervise the cash box management, cash forecast and monthly checks as well as bank management, bank forecast and monthly checks and bank reconciliation
-Control and validate the monthly funds request
-Propose and ensure implementation of financial policies and procedures
-Supervise the preparation and submission of finance reports to donors
-Participate in meetings with donors and/or authorities jointly with the general coordinator and/or other coordinators
-Ensure that payments of all local taxes are made
-Support the finance managers with the overall management of financial, accounting, and budgetary of the projects
-Develop a training plan for the finance managers

Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required

SKILLS AND EXPERIENCE NEEDED:

At least 3 years of experience in a similar position
Capacity building experience is a must
Experience with ECHO contracts would be an asset
Good computing skills, high proficiency on Excel and good management of SAGA is a must
Good ability to work quickly and under pressure
Good ability to manage priorities and to adapt them daily according to the context
Good communication and problem solving skills
Ability to listen and share decisions
Ability to work under a minimum of supervision
Languages: fluent English
French would be an asset

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
