Can you provide strategic direction on finance management, ensure financial oversight and accountability of programmes and drive the strengthening of finance systems, procedures and capacities in the Danish Red Cross country office in South Sudan?

The Finance Delegate position forms part of the Danish Red Cross (DRC) South Sudan Country Office and the Africa Region, reporting directly to the DRC South Sudan Country Coordinator and with dotted lines to the Regional Finance Officer.

DRC has been present in South Sudan and supporting the South Sudan Red Cross (SSRC) since 2006. From 2012 onward DRC worked with the Disaster Management Department in SSRC to enhance the department’s ability to respond to the humanitarian needs in the country. DRC has supported SSRC with establishing multi-sector Emergency Action Teams. DRC is present in Jonglei state since 2014 through a project that is aiming to provide emergency lifesaving humanitarian support to the conflict affected population. DRC is now well placed and have strong presence through a branch capacity development delegate in the State where this project is designed to be implemented.

The Finance Delegate is responsible for the effective and timely financial and administrative management of DRC projects and the Country Office in Sudan, in accordance with DRC financial and administrative procedures, and respective back-donor regulations, primarily the Danish Ministry of Foreign Affairs(MoFA). A key component of the role is to develop the financial management capacity of South Sudan Red Cross (SSRC) in implementing DRC funded programmes in South Sudan. Support missions to DRC supported projects in other countries in the region may occur as well as support to the Regional Office Finance Management tasks.

Main Responsibilities:

  • Oversee the financial management of the country programme and projects, in coordination with the South Sudan Red Cross and regional/country finance staff.
  • Manage the finances of the DRC country office including the funding, banking, payments, and accounting in the financial system.
  • Prepare/provide timely and quality consolidated quarterly and end of project finance reports (including both DRC and NS / other partner expenditures).
  • Support the preparation, follow-up and revision of Country Office and delegate budgets.
  • Ensure booking of all Country Office / delegate transactions in Navision AX09) and monthly reporting of Country Office accounts.
  • Plan, and organize timely financial audits of the DRC funded projects.
  • Advise Country Coordinator on all issues related to issues of in country financial management.
  • Provide technical advice to the DRC country teams and their partner National Society on general financial management issues, in order to build their capacity.

Experience and Qualifications:

  • Recognised accounting / finance / business management qualification and training
  • Minimum of 5 years of relevant experience in financial management of humanitarian/development programming and project cycle and oversight of large programme budgets.
  • Experience with EU/ECHO/DANIDA/DFID/UN specific funding, implementation and reporting procedures.
  • Proven staff management, team leadership and mobilisation experience.
  • Proven diplomatic, communication, coordination, networking and negotiation skills.
  • Full proficiency in Microsoft Office and with ERP systems (accounting software).
  • Willingness and interest to travel across region and work in fluid environments that have varying degrees of security.
  • Experience of working in Africa and within the Red Cross / Red Crescent Movement is an asset.

Employment conditions:

Two-year contract (twenty-four months) non-family status per standard DRC Terms and Conditions for Delegates on Long Term Missions.

The position is located at DRC South Sudan office the South Sudan Red Cross compound in Juba, South Sudan, with limited travel to the field programmes and occasionally to DRC HQ in Copenhagen (Denmark).

DRC monthly salary range is DKK 39.000 to 41.5000 (depending on qualifications and experience of the selected candidate). Housing and insurance provided to delegates.
