Global Communities is seeking a Finance Director/Business Official (FD/BO) on a CDC-funded, PEPFAR opportunity in Kenya. The Activity is anticipated to be a five-year contract to support comprehensive, quality HIV prevention and treatment programs in faith-based organization (FBOs) facilities in Nairobi, Kiambu, Nyandarua, Meru, Kitui, Tharaka Nthi, Machakos, Kilifi, Nyeri, Kirinyaga, Laikipia, Makueni, Nakuru, Muranga, Embu, Mombasa, Kwale, Kajiado, Homabay, Siaya Migori, Bungoma, Kisii, Kisumu, Kakamega, Vihiga, and Busia Counties in Kenya.

Responsibilities

The FD/BO will ensure proper management of grant funds within Global Communities as well as the partner organizations. S/he is responsible for overall maintenance of the project’s grants management system and advising on issues related to general compliance and implementation. S/he will also oversee the work of finance staff; coordinate, design and carry out training courses for finance staff; orient partners on donor regulations; monitor financial procedures, policies and reports; and provide ongoing support in financial management. The FD/BO will be based in Nairobi with frequent travel to project sites. The high-level responsibilities include, but are not limited to:

  • Maintain comprehensive sub-grant agreements which stipulate the necessary policies and procedures for administering sub-grants.
  • Ensure compliance with CDC/PEPFAR rules and regulations and legal and regulatory requirements governing the award
  • Maintain information on the contractual obligations of sub-grants.
  • Work with project team and follow-up with partners to ensure information flow and assist in collection of financial information and report writing.
  • Meet submission deadlines and requirements for programmatic and financial reports.
  • Advise on the amount of funding to be dispersed based on the approved budget and ensure timely settlement of funds by implementing partners.
  • Coordinate monthly budget projections, cost allocation and reporting
  • Develop and embed best practices to comply with donor financial rules, supporting donor proposal budgeting, and expenditure tracking
  • Monitor and provide management information on risks to the Finance Director and PI
  • Monitor sub-grants and institute a system of financial templates to monitor sub-grant expenditures against partner budgets.
  • Coordinate, design and conduct grant management training courses for financial staff
  • Analyze financial statements, audits and other documentation.
  • Identify organizations eligible for grants based on pre-determined criteria and assess the credibility of organizations and proposed programs.

Qualifications

  • Bachelor’s Degree in Business, procurement, Commerce, Finance, Economics Accounting, Management Auditing or related field and a member of the Institute of Certified Public Accountants of Kenya (ICPAK).
  • Minimum of eight to ten (8-10) years of professional experience, with five to seven (5-7) years of experience working with a national/international non-profit organization in senior grants accounting and compliance management.
  • Indepth understanding and experience of working with proposals, contracts and cooperative agreements from institutional donors
  • Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures
  • Experience with financial management training, sub-grantee financial reports, and audits.
  • Excellent communications skills, both written and verbal.
  • Member of the Institute of Certified Public Accountants of Kenya (ICPAK).
