Tdh :
Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.
Context :
The Republic of South Sudan became the world’s newest nation and Africa’s 55th country on July 9, 2011. The country obtained its independence from Sudan in 2011 after more than 50 years of fighting – the longest civil war in Africa. Only two years after South Sudan became independent, however, another civil war erupted, this time along ethnic fault lines. The sharpest conflicts are between President Salva Kiir’s Dinka, the largest ethnic group, and the Nuer minority led by Riek Machar, the country’s former vice president. The fighting has left more than 400,000 dead and displaced around 4.2 million people internally and abroad.
Despite the signature of the Revitalized Agreement to Resolve the Conflict in South Sudan (R-ARCSS) on 12 September by the President Salva Kiir and SPLM-IO, SSOA and SPLM, the fighting is still on-going and in some regions has increased since the signature of the ceasefire; as is the case in and around Yei town, Tdh’s main base of field operations. Clashes are continuing due to fragmentation of the opposition, with alliances frequently changing.
Tdh has been active in South Sudan since 2014 and started operating in Yei River State in early 2017, in order to address the on-going humanitarian crisis. Tdh has had a permanent presence in Yei ever since, with 45 national and 5 international staff, and provides support and monitoring to two local partners, plus 40 national and 5 international staff in Juba. In 2019, Tdh aims to open one new operational base.
Responsibilities :
Directs and organizes the administrative and financial service of the delegation and bases (general accounting, administrative and budget management) in close collaboration with the Country Representative, the Logistic Manager and the area or base administrator. S/he is the direct interface between the delegation and the headquarters and/or field sponsors as regards financial reporting.
In his/her capacity of Foundation representative, the Finance & HR Coordinator reports to the Country Representative and provides multi-base, multi-sponsor and/or multi-partner supervision and follow-up for the projects. S/he is responsible for the implementation of the strategy and the development and managerial coordination of the administrative teams under his/her responsibility.
Function details :
Responsibility: Manage the programme’s financial resources
Aim: To ensure on-going sound financial management that complies with internal procedures.
- Ensure the programme’s global financial monitoring (reporting).
- Ensure management of the programme’s accounts.
- Ensure the correct management of the programme’s cash-flow.
- Ensure compliance with financial rules in the management of the programme’s main partnerships.
- Ensure that each budget holder has received adequate training for managing their budget and codifying expenditure correctly. Activities specific to institutional donors:
- Ensure the production of budget forecasts, the implementation and monitoring of the programme’s budget and reporting.
- Help draw up the funding schedule in line with the organization’s financial strategy.
Responsibility: Implement the programme’s HR strategy (pay, social and training policies) and ensure implementation of HR processes.
Aim: equitable treatment of staff and efficient HR management in support of the programme.
- Help define pay, social and training policies.
- Define and implement the corresponding HR processes.
- Manage national staff recruitment and assessment processes.
- Ensure the administrative management of programme staff.
- Ensure the management of medical evacuations for expatriate staff and the management of accidents and serious incidents.
Responsibility: Manage the programme’s administrative team
Aim: Develop the team’s autonomy and performance.
- Supervise and lead the programme’s administrative team, set objectives and carry out assessments of direct reports.
- Manage direct reports’ contracts (leave, end of trial period, etc.); if the need arises, co-validate.
- Oversee the team’s career development: define training needs and provide guidance on professional development.
Responsibility: Guarantee compliance with the programme’s administrative and legal framework
Aim: Tdh presence is secure from a legal standpoint.
- Guarantee the correct archiving of the organisation’s documents.
- Ensure compliance with legal requirements (HR, administrative, financial, etc.), referring to local expertise if required (lawyers, employment inspectors, etc.).
- Participate in NGO Forum HR Working Group, coordinate with formal and informal networks on legal and HR aspects.
- Follow up partnership contracts and ensure they comply with internal rules and donor obligations.
Profile :
- Professional diploma or university degree in Accounting, Business Administration, Economics or Audit.
- Previous experience with an NGO is mandatory.
- At least 3 years of experience in a similar position.
- Advanced IT knowledge (hardware and software, Microsoft Office, Internet).
- Knowledge of SAGA is appreciated.
- Required qualities: organized, sense of human relations, diplomacy, communication skills.
- Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.
- Fluent in English (written and spoken).
Salary :
Expatriate contract under Swiss labour code 3’400 CHF (~2’950 €) 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
