Introduction

The South African Red Cross Society (SARCS) is a National Society that was established by an Act of Parliament as a humanitarian organization auxiliary to the Government in the humanitarian field.

The auxiliary mandate of SARCS as stipulated in the Red Cross Act, demands that it plays a pivotal role in complimenting Governments efforts in Disaster management, Social Services   and Health Services. The SARCS service provision aims at preventing and alleviating human suffering, protecting life and health, and restoring the dignity of the most vulnerable communities.

POST SARCS01/2020 : Finance Manager

MAIN PURPOSE OF THE JOB:

The Finance Manager position is responsible for maximizing South Africa Red Cross Society (SARCS) returns on financial assets by establishing financial policies, procedures, controls, and reporting systems. The substantive is responsible for the overall management and supervision of the Finance Management (Two Accountants Officers) team of the Society. The Finance Manager will manage and monitors business trends and product availability to pay the best price for goods, services and works without sacrificing quality and delivery timelines.

KEY PERFORMANCE AREAS

  • To manage and account for the financial resources and assets of SARCS
  • Supervise the recording of financial information in the financial management software so that accurate and timely reports are produced for effective financial management, for the senior management team (SMT), the SARCS Governing Board, Donor Agencies and Development Partners
  • Present accurate and timely monthly management accounts to the SMT and the SARCS Governing Board
  • Prepare and plan for internal and external audits, liaise with auditors and produce annual financial statements that are suitable for audit
  • Ensure that all information and documentation requested by the auditors are supplied in a timely manner
  • Follow up on audit queries or recommendations in a timely manner
  • Prepare and monitor cash flow forecasts and recommend corrective actions to avert projected cash flow constraints
  • Provide professional leadership and technical guidance to identify, evaluate and mitigate organisational risk factors in all SARCS programmes and activities
  • Devise appropriate strategies and policies that mitigate loss, duplication and inefficiencies
  • Identify, develop and implement continuous improvements to accounting systems and procedures to enhance the quality, timeliness and availability of financial information
  • Develop strategic financial plans and budget estimates outlining projected sources of revenue and expenditures to achieve targeted outcomes
  • Maintain stringent controls to ensure that expenditures are within defined budgetary limits, properly authorised and supported by appropriate documentation
  • Provide strategic financial and professional guidance to senior management and the SARCS Governing Board to ensure that informed strategic decisions are taken
  • Accounting policies and procedures should be regularly updated to ensure the efficiency of financial accounting systems and procedures and their compliance to standard accounting principles, procedures and regulations as specified in the Finance Manual and to statutory requirements
  • Ensure that the Working Advances Control Account is accurate and up to date
  • Coordinate banking services, reconciliations and the custody of funds, securities and other financial instruments
  • Develop and implement financial management systems and procedures that improve financial reporting and accounting for acquisitions, maintenance, valuation, depreciation, capitalisation, replacement and disposal of assets
  • Lead the development and regular update of the Finance Manual to standardize and streamline financial management practices within SARCS
  • Monitor capital and operational expenditure against approved budgets so as to understand and investigate significant variances to minimise any recurrence
  • Make appropriate recommendations to programme managers from financial assessments of programme and project performance against goals and objectives
  • Is responsible for the safe custody of financial and accounting documents, ensuring that they are properly filed, secured and readily accessible
  • Participate in the recruitment and selection of finance and audit staff/clients
  • Provide an oversight contract negotiation with suppliers and contractors to ensure that all contractual obligations are fulfilled cost-effectively
  • Participate in organisational performance reviews, business process improvement programmes and undertake special investigations aimed at improving organisational effectiveness as required from time to time
  • Devise strategies for the management of investments, surpluses, working capital and expenditure on programmes for the consideration of the SARCS Governing Board
  • Monitor the Society’s portfolio of investments & assets and make investment decisions that optimise the financial resources of SARCS
  • Responsible for the leasing, renting, financing, maintenance and renovation of the properties of SARCS

1. SKILLS REQUIRED

  • Proven good judgment and ability to work with complete integrity and confidentiality, acting as a model of the highest integrity in a personal capacity and at a team level
  • A high degree of discretion, tact and sensitivity with internal and external stakeholders
  • Advanced skills in computer applications (Word, Excel, PowerPoint, and Outlook).
  • Advanced knowledge of accounting concepts
  • Knowledge of Financial Reporting Standards
  • Advanced knowledge of financial management and reporting
  • Understanding of internal control and financial management concepts.
  • Able to work under pressure with no supervision and be well organized and diligent
  • Good people skills and communication skills (both verbal and written) in at least two of the provincial languages
  • Financial management skills
  • Ability to effectively provide training on finance and administration management matters

 2. EDUCATIONAL BACKROUND

  • Bachelor’s Degree in finance, Financial Management, Accounting or any other relevant field
  • Recognized professional financial/accountancy qualification, e.g.  ACCA, ACA

3. CORE COMPETENCIES

  • Competency in financial control and reporting to board-level
  • Competency in financial accounting and reporting software; Microsoft Dynamics Nav preferred
  • Experience of administrative systems and procedures
  • Knowledge of International Financial Reporting Standards (IFRS) and Generally Accepted Accounting Principles (GAAP)

4. EXPERIENCE

  • 5 to 10 years’ experience of financial accounting in a humanitarian organization, commercial enterprise or auditing firm

THE RED CROSS IN SOUTH AFRICA

On New Year’s Day, 1896, four doctors approached President Paul Kruger for permission to form an ambulance corps. President Kruger not only gave the doctors his personal blessing, but his Volksraad also made a grant of 500 pounds for equipment, considered a most generous contribution in those days.

Six months later the Government of the South African Republic signed the Geneva Convention, and the ambulance corps took steps to become an independent Red Cross Society, Het Transvaalsche Roode Kruis. During 1899, a National Society was formed in the Orange Free State Republic, and later that year a British Red Cross Society branch was established in the Cape Colony.

From its earliest beginnings in South Africa, the Red Cross made no distinction between frontiers, race or political creed. During the South African War (1899 – 1902) the Society expanded rapidly, receiving aid from the Red Cross in the Netherlands, Germany, Britain, Belgium, Russia and Canada. Their common purpose was to relive the suffering of the wounded, sick combatants, regardless of who they were fighting for and to pass on information regarding persons killed, wounded or captured.

With the return of peace in 1902, the Red Cross Movement in South Africa became dormant until it was revived in 1913, when its objectives included spreading knowledge of first aid, home nursing and hygiene, as well as carrying out relief work for the injured, sick and wounded.

The South African Red Cross Society itself was founded in 1921 with the amalgamation of the various Red Cross entities which existed in the country. It was recognised by the International Committee of the Red Cross in 1928 and admitted into the International Federation of Red Cross and Red Crescent Societies in 1929.

Over the years, the work of the Red Cross in South Africa has changed to reflect the environment in which it is working. The National Society is organized into five regions under the control of elected National Council. Each region has several branch offices and which in turn have several committees with representation from the communities.

As a vitally important partner in this country’s health and welfare network, its principle concerns can be summarised in one sentence: to encourage and promote the improvement of health, the prevention of disease and the mitigation of suffering.

The South African Red Cross Society is one of the 189 members of the Federation and responds to needs in each province, territory and provides relief during minor and major disasters and emergencies throughout South Africa.
