About the job

Under the supervision of the Head of Support Services, the Finance Manager will ensure that all financial functions in the country program including accounting, payments and banking, payroll, budgeting, financial reporting, grant financial management and compliance are done effectively and in a timely manner. The Finance Manager ensures compliance with donor regulations as well as DRC’s internal policies and procedures and local Government regulations such as tax and social security. The Finance Manages is directly managing and supervising the Finance staff at the Country Office and is technically supervising the Finance staff in Field Offices. This role also provides financial support to Program staff in budgets and budget status reports.

This position requires a lot of experience in finance and expertise in ERP systems, especially the one used by DRC (DRC Dynamics). This position also requires strong pedagogic skills to strengthen our Country Office capacities.

Key Responsibilities:

Financial Management and Coordination

  • Lead the country finance team and supervise overall financial management of the DRC SSD program.
  • Ensure full compliance with the DRC’s Operations Handbook, donor requirements and country SOPs.
  • Ensure that proper financial procedures are adhered to and maintained at the Country Office, in collaboration with Budget Holders and in compliance with DRC rules and regulations.
  • Ensure day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to HQ finance desk.
  • Gather information from the relevant Area Offices to consolidate budgets for project proposals according to projects’ needs and donor constraints; propose sufficient program and support budgets including mission’s investment plans in close collaboration with the Head of Support Services.
  • Maintenance of the Country Master Budget monthly and highlighting any gaps foreseen to the Head of Support Services for gap management. Also responsible for dissemination of the same to the respective Area Offices.
  • Keep financial trackers on treasury, reporting and budgeting all time updated and share with SMT and peer managers.
  • Complete monthly accounting control and project control files and lead the monthly review meetings with the HQ focal controllers as process of monthly closing.
  • Meet with HoSS weekly basis and provide updates on the departmental progress and share accomplishments, challenges and forthcoming plan.

Reporting and Budgeting

  • Ensure that Finance Coordinators are supporting the budget holders in preparing budgets, budget realignments and budget monitoring and follow ups when required.
  • Ensure that reporting calendar is strictly adhered to and project reports are prepared well in advance to allow a time for internal review of HoSS and CD.
  • Ensure that budgets and reports prepared by Finance Coordinators are in accordance with DRC budgeting/reporting standards, according to the donor requirements and in line with narrative proposal/reports.
  • Ensure that budgets and reports requiring Co funding are properly aligned with Co funding projects.
  • Ensure and be ready to provide explanations to follow up enquiries from HQ and donors post submission.

Treasury and Accounting:

  • Ensure that treasury is following proper planning and liquidity is equally divided over the period of needs and no idle funds are accumulated in the country.
  • Ensure payments to suppliers and recurrent expenditures from the Country Office are made in a timely manner and authorization done as per CT authorization and country SOPs.
  • Ensure treasury team implement the payment tracker and it is daily updated and shared with SMT on weekend.
  • Ensure that country SOPs on cash and advances are strictly followed and any variance is immediately reported to HoSS.
  • Ensure that month end balances of cash, bank, suppliers, advances and intercompany accounts are reconciled and aging reports are extracted and signed off by HoSS as month-end closing process.
  • Lead the year closing process in collaboration with HQ focal point for annual closure and ensure that all year end balances of assets/liabilities and project balances are brought down correctly.

Capacity Development

  • Works closely with the Head of Support Services to implement, improve and maintain financial management policies, systems, structures, and procedures within the Country Office
  • Update the Job descriptions of finance department staff when required.
  • Provide technical support to the Area offices-based finance staff and their technical referent.
  • Proactively identify and act upon capacity Building needs of Finance staff based in the Country Office, providing training and other capacity-building where necessary to ensure that finance staff capacity is continuously developing.
  • Conduct on-the-job training for Budget Holders, guiding them through Budgeting, donor compliance and compliance.
  • Plan field monitoring visits by the Country Office Finance staff to Area and Field office for field teams’ support

DRC Dynamics ERP system

  • Ensure DRC Dynamics is used to its full capacity
  • Ensure proper application of ERP Financial processes in the country
  • Ensure that financial data is updated all the time and reconciled with HR and Supply Chain data.
  • Run analytical reports on Dynamics to test the financial indicators and report any unusual trend to SMT/HoSS.
  • Ensure an ongoing, accurate both physical & digital data filing system for all Finance vouchers in the Country Office and relevant documentation in the program finance offices.
  • Ensure expertise in the DRC Dynamics (ERP) System and responsible for training other finance staff in the Country Office
  • Manage special projects, assigned by the Head of Support Services.

Experience and technical competencies:

Essential:

  • Post graduate University degree in Economics, Finance/Accounting or Business Administration.
  • Minimum 5 years of international practical experience in financial management
  • At least 3 years of experience working with INGOs.
  • Minimum 3 years of experience in team management.
  • Competence in providing technical guidance and training with ability to prepare training modules on Financial Management.
  • Excellent Computer Skills (MS Office, Internet) and advanced proficiency in Words, Excel and Power Point are required.
  • Proficiency (written and spoken) in the English language.
  • Excellent communication, interpersonal, and influencing skills with ability to motivate and persuade at high levels.
  • Proven significant Financial Management experience.

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.
