JOB SUMMARY:

The Finance Manager reports directly to the Country Director (CD) and has technical reporting lines to the Finance Director. The incumbent is responsible for the proper implementation of financial procedures in all Right To Play programs in the country of operation. The Finance Manager is responsible for overseeing and maintaining effective and efficient accounting and financial records for the offices in the country of operations. He/she is responsible for preparing financial reports for local management, preparing the payroll and maintaining accounts payables.

INDIRECT ADVISORY RESPONSIBILITIES

The Finance manager is expected to provide advice to the CD and country team in regard to the financial aspects of their jobs especially in preparing budgets and ensuring compliance with the financial procedures of Right To Play. In addition, the incumbent is expected to provide guidance and support to partners to ensure compliance with Right To Play financial policies.

PRIMARY RESPONSIBILITIES:

Financial management, planning and budgeting (25%):                                                              

  • Participates in the yearly financial planning in the country of operation; supports the program team in preparation of proposal and operational budgets and translation of the program activities into figures; supports the Program Manager (PM) in communicating plans to program staff and partners.
  • Ensures all staff are aware of the financial accountability; communicates on financial expectations and provides constructive feedback on forecasts and expenditures; coordinates with country officers to set a yearly activity plan for upgrading staff financial skills and capacity and leads the implementation;
  • Ensures that all project staff are familiar with the roles and responsibilities in relation to financial management and accountability; organizes workshops and leads the financial discussion during planning meetings.
  • Timely review of the field office’s monthly financial reports (verifying the coding, arithmetical accuracy, documentation, authorization) and subsequent feedback to ensure timely submission to ADBA/AFBA.
  • Keeps up to date on program priorities and makes occasional field trips to monitor finance related issues and procedures.
  • Prepares payroll and monitors salary advance reimbursements; stays abreast on the latest developments in tax and other related laws in the country; ensures that RTP complies with all government statutory regulations including licensing payment of taxes and social security fund; ensures timely submissions of such deductions to the relevant authorities.
  • Monitors financial reports and project cost reports/invoices against budget and contract requirements and for accuracy and consistency and alerts management team of necessary contractual or management actions based on that review; identifies financial tracking and analysis tools as needed to support decision-making and on-going management reviews to conceptualize and produce those tools. On a monthly basis, calculates variances with country management and reports to the ADBA/AFBA;
  • Ensures respective Project Officers and Program Managers understand variance implications and how to respond to and manage them effectively.
  • Performs year-end financial statements, arranges and ensures their compliance with RTP and donor requirements. Participates in the annual financial audit ensuring all supporting documents are available for auditors to review; responds to auditor’s requests, as well as any internal or donor audits.
  • Trains no-program staff on RTP financial policies.
  • Prepare all mandatory monthly and yearly accounts, ensuring that accounting policies are properly and consistently applied and to submit such accounts in accordance with the deadlines in the RTP Finance Manual.
  • Financial reports and analysis and audits (25%)
  • Prepare cash flow projections in accordance with procedures, and manage the cash flow of the country program in order to ensure that (a) sufficient funds are always available, and (b) management is properly aware of the total funds available.
  • Prepare separate financial reports for funding agencies in accordance with the terms of the contracts.
  • Prepare monthly finance reports for the CD of RTP Program and the RTP Finance PMU in accordance with Finance Manual.
  • Where required, submit requests for installments of funds from funding agencies in a timely manner, ensuring a reliable cash flow for the program.
  • Keep himself/herself up to date on current legislation relating to staff compensation and other relevant information related to finance.
  • Monitor the payment of salaries and allowances of local staff; ensure the timely payment of taxes, insurance and benefits, and ensure the maintenance of payroll records.
  • Ensure that all staff settles advances and/or loans in line with established policy and procedures and that all accounts are settled at the time of termination of service.
  • Act as contact with external auditors on accounting matters and, in consultation with the CD of the RTP Program, to make available to them all records required for the purpose of auditing the accounts, including any additional audits for funding agencies.
  • Ensure the compliance of the Personnel Policies and Regulations of the RTP
  • Ensure the compliance of the Finance Manual for the RTP.
  • Conduct Budget versus Actual (BvA) analysis on monthly and quarterly bases and update the program staff and CD and other staff

Management of Bank transactions (20%):

  • Oversees the daily management of financial transactions; assists the CM in the monitoring and following up of finances in the country; supervises all cash disbursements, banking reconciliations, accounts payable and payroll and ensures that there are adequate controls over cash and bank holdings, also performs monthly petty cash count; oversees routine banking services including collecting bank statements, making bank transfers depositing and withdrawing cash, preparing bank reconciliation statements at the end of the month.
  • Ensures and follows up on bank matters.
  • Tracks incoming wire transfers and reports any delays or discrepancies to the country manager immediately.
  • Prepares cash advances and foreign currency orders for country staff travel.

Logistic functions (15%):

  • Oversees the Logistics functions to ensure compliance with RTP financial management and procurement procedures. Acts as a member of the procurement committee and verifies logistical transactions, where applicable.
  • Ensures all financial files are complete and up to date including National Social security Fund (NSSF) and Taxes.
  • Ensures all purchase documents are well documented and followed according to policies.
  • Follows up on insurance packages for vehicles and offices.
  • Follows up on inventory control and assets management.
  • Generates financial reports to different stakeholders when required.

Team Managemnet (10%):

  • Supervise national finance staff and Logistics Unit and, as requested by the CD of the RTP Program, other staff.
  • Participate in proposal preparation and fundraising team.

Performs other duties as assigned (5%)

Job Requirements

MINIMUM QUALIFICATIONS (must have):

EDUCATION/TRAINING/CERTIFICATION:

  • MA or Bachelor’s degree in Accounting, Finance, Business Administration or related discipline.

EXPERIENCE:

  • 6 years’ experience for BA holders and 4 years’ experience for MA holders in accounting or directly related areas.

COMPETENCIES/PERSONAL ATTRIBUTES:

Between 1994 and 2000, Right to Play, formerly Olympic Aid, continued to raise funds for children in disadvantaged situations, building on the momentum of subsequent Olympic Games. In 1996, Olympic Aid formed a partnership with UNICEF and raised $13 million US prior to and during the Games in Atlanta. The funds assisted UNICEF in vaccinating approximately 12.2 million children and more than 800,000 women.

This vaccination effort was extraordinary as it resulted in temporary Olympic Truces in Afghanistan and the Kurdish region in northern Iraq. All fighting stopped in the regions so the UNICEF staff could safely immunize the children and women of these areas.

With its incorporation in late 2000, Olympic Aid (which became Right To Play) made the transition from “fundraising vehicle” to implementing Non-Governmental Organization (NGO). In March 2001, the first sport and play programs began in refugee communities in Angola and Côte d'Ivoire.

During the 2002 Olympic Winter Games in Salt Lake City, Olympic Aid hosted a Roundtable Forum entitled “Healthier, Safer, Stronger: Using Sport for Development to build a brighter future for children worldwide”. United Nations Secretary-General Kofi Annan gave the keynote address while global leaders in health, sport and development participated in a moderated discussion of the role of sport in relation to four development issues: vaccination, tobacco-free sport, HIV and AIDS prevention and the rehabilitation of refugees. With participants including Archbishop Desmond Tutu and Dr. Jacques Rogge, President of the International Olympic Committee, the Olympic Aid Roundtable placed Sport for Development firmly on the UN agenda.
