Position Title: Finance Manager

Supervisor: Director of Finance and Administration

Location: Lusaka

Basic function:

To act in collaborative capacity with the Director of Finance and Administration with the objective of providing professional accountancy services consistent with generally accepted accounting principles. S/He is expected to assist in the development, implementation, monitoring and coordination of project activities as outlined hereunder.

Duties and responsibilities

Coordinate with the Director F&A to ensure the accurate keeping all books of account for FHI 360 /Zambia Office for which responsibility is assigned. Assigns detail codes and assures reasonableness and accuracy of computation and completeness. To ensure that all the creditors accounts are reconciled, and accruals schedules are prepared on a monthly basis using the PRF on-line tracking tool. Ensure all the GFAS balance sheet accounts are reconciled on a monthly basis Review of bank reconciliation statements and bank accounts ensuring that all reconciling items are followed up and resolved Review of Country Office monthly payroll Prepare Country Office monthly Labor allocation and SMAC allocations Managed cash flow from Head Office per local needs through weekly funds request. Assist Senior Finance Officers in preparation of Monthly Project Financial Dashboard and Projections Supervise Central office Finance staff Review the posting of transactions to the GFAS accounting package and ensure that all required monthly GFAS reports are filed after monthly close out of accounts. Conduct reviews on Provincial inventory registers to reconcile with the master file in Lusaka. Conduct quarterly Sub-award monitoring site visits in line with the Country Office Sub-award monitoring plan Review vouchers and payment requests, including proper back-up documentation to ensure compliance with FHI360 and USAID policies, procedures, rules and regulations Ensure payroll taxes are calculated correctly and submitted to the host country authorities in a timely manner; Provide support for audit of contract and subcontracts files to ensure accuracy and completeness which includes scanning and uploading documents into databases and preparing files for submission to central scanning. Test internal controls, targeting high-risk areas, document any weaknesses and their impact, and make recommendations to address these weaknesses.

Qualification and requirements

University degree in accounting, finance and business administration or its recognized equivalent Full CIMA or ACCA or CA Zambia Member of Zambia Institute of Chartered Accountants (ZICA) 5 –8 years’ experience in accounting related to community level programs, familiarity with donor-funded programs and Zambian non-governmental/internationals organizations with at least 3 years of supervisory experience Experience with USAID programs a plus.
