Job Summary:

Provides finance management support to the USAID-funded, Act to End NTDs | West program intended to support disease-endemic countries to control and/or eliminate neglected tropical diseases (NTDs) with proven, cost-effective public health interventions to treat and measure treatment impact against seven NTDs: lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis, and three intestinal worms known as soil-transmitted helminths.

Manages, prepares, administers and directs the control of the Act to End NTDs | West Senegal country budget. Manages the activities of the financial staff. Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team. Assists with development and management of internal financial audits. May develop formal reporting system to communicate results of audit activities to management and regulator and compliance agencies. Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. Selects, develops and evaluates personnel to ensure the efficient operation of the function.

Accountabilities:

Accounting and Financial Analysis

  • Participate in the development and analysis of the financial reports of the various projects.
  • Participate in the preparation and analysis of FHI 360 monthly expenses.
  • Participate in the preparation and coordination of monthly closing work.
  • Participate in the development and modification of budgets.
  • Participate in accounting work: verification of vouchers, monitoring of payments and processing of transactions using the accounting software.
  • Participate in the management of advances, follow-up and liquidation of travel advances, of workshops, of staff, of partners, and of consultants.
  • Participate in the preparation of salaries, and prepare tax statements (ITS, IGR, CN, FDFP, CNPS).
  • Participate in analysis of partner expenditures.
  • Validate and update budget tracking of FHI 360 implementing partners.
  • Review the accounting documents submitted by the partners to validate their monthly financial reports (SFRs).
  • Document partners’ financial reporting reviews and prepare for liquidation of approved expenditures.
  • Conduct the liquidation of advances related to missions and office seminars.
  • Reconcile advances to government partners and establish cash receipts.
  • Update Advance Tracking Logs of Government Partners.
  • Draft administrative documents: letters, Exemption Titles, etc.
  • Update the fuel consumption of implementing partners.
  • Develop copies and filings of checks and vouchers.
  • Other tasks requested by supervisor.

Participate in Audit of Financial Statements

  • Assist the Administrative and Financial Director in organizing and preparing audits of accounts and financial statements.

  • Sound knowledge and past experience with Generally Accepted Accounting Principles
  • (GAAP) practices and reporting guidelines.

Education:

  • Minimum of a four-year bachelor’s degree in finance and accounting or equivalent degree.

Experience:

  • 5-8 years of experience in the field of accounting and finance. Experience managing a financial analysis department is required.
  • Able to meet deadlines.
  • Experience working with international NGOs is desired.
  • Honest, well organized, and discreet.
  • Able to work under stress.
  • Mastery of Excel, Word and at least one accounting software package.
  • Able to maintain good working relationships with suppliers and partners, ensuring the integrity and reputation of FHI 360.
  • Ability to work in a multisectoral, multi-disciplinary, and multicultural environment.
  • Able to manage several tasks concurrently and effectively, taking into account priorities.
  • Fluency in spoken and written English required.
  • Prior work in a non-governmental organization (NGO).
  • Experience managing Fixed Amount Awards or similar strongly preferred.
