Direct hierarchy: Country Finance Manager (CFM)

Location: Hargeisa, Somaliland**

Starting Date: March 2019

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Their 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

ACTED is looking for experienced self-driven and self-oriented professionals to fill Finance Manager position based in Hargeisa-Somaliland.

I. Main Objectives:

Under the direct supervision of the Country Finance Manager, the successful candidate’s main objectives will include;

  1. Overall responsible for financial follow up, reporting, internal procedures compliance.
  2. In charge of the partner follow up as may be applicable
  3. Provide technical assistance to the Country Finance Manager and the rest of the finance team

II. Responsibilities:

· Project Budget Management

o Responsible to develop any financial sheets for all the projects, any revision if need be and communicated it to the mission.

o Responsible to develop Budget proposal and budget narrative while needed.

o Accountable for the well management of the mission budget.

o Ensure a qualitative budget follow up by linking with the other department and AC on monthly basis

o Report to CFM any problem or any problem foresee on any budget,

o Responsible to strengthen Finance Logistics Administration Transparency (FLAT) officer knowledge on Budget Follow Up (BFU).

o Responsible to prepare all the program financial Intermediary report, liquidation, financial report.

o Ensure to prepare all the program Cash requested needed as per donor contract and follow up payment

o Ensure that all the monthly forecast is as per the budget forecast plan.

o Ensuring that the decision taken or whish from coordination is financially feasible.

· Mission financial Management

o Ensure that all the ACTED financial procedures are implemented and followed by all.

o Update the Validation and disbursement payment while needed.

o Accountable to prepare the monthly Finance TITANIC

o Responsible to prepare, revised and share with the mission the monthly allocation table.

o Responsible for the PART 2 of the mid and yearly closure.

o Update the CFU on daily/ monthly basis.

o Update the DFU on monthly basis.

o In collaboration with CFM, develop and improve the financial system of the mission

o Ensure a well management of the finance by program team by analysing gaps and proposing improvement or new tools.

o Ensure a well follow up of the program expenditures by developing specific tools if needed.

o Responsible to cross check that all the PO has been well plan in BFU and that their sufficient fund to commit the expenses before sending to CFM.

o Responsible to check all contract to be signed (i.e. checking payment modalities/ name supplier/ name signature/ project allocation/ fund available/ eligibility of the cost)

· Implementing partner:

o For each project develops and update the IP tool financial report and complete the financial side of MoU.

o Revised the tool and MoU if need be,

o Follow up expenditure on monthly basis, proposed budget amendment if need be,

o Received the IP reports, propose some correction and follow with them implementation of recommendation.

o Transmit the list of expenditure to Finance/Accounting Officer to enter the report in SAGA.

o Prepare all the documents for IP Paris payment request

o Close working relation with them to build up their competencies according to the due diligence mitigation plan.

o To ensure an on-time and efficient flow of information.

· Management and capacity building:

o Train and team build finance teams, both at coordination and field levels.

o Filed visits

· Others:

o Facilitate the work of external auditors and provide all assistance required

o To Assist the Compliance department in audits

o To ensure filling and organization of the department is optimal and efficient

Other tasks and responsibilities as requested by the Country Finance Manager.

Requirements

· Masters level education in Finance or equivalent

· Qualified ACA, ACCA or CIMA Accountant, desirable

· 7+ years of solid experience in Finance Management and monitoring systems with at least 3 years in a managerial position

· Knowledge of NGO donors and their financial reporting requirements

· Working knowledge of accounting software (SAGA) is desirable

· Excellent computer skills with high proficiency in Microsoft excel

· Good analytical and reporting skills

· Excellent interpersonal and communication skills

· Proven ability to work creatively and independently

· Strong ability to be able to manage and prioritize multiple tasks

· Experience in training and developing Finance staff

· Proactive, self-starter – able to work with minimum supervision.

· Excellent time management, organization, and prioritization skills, with the ability to work under pressure and to meet deadlines.

· Flexible, enthusiastic and a willingness to listen and learn from others. **
