Mercy Corps is operating in Tunisia since 2011, with programs focusing on support to civil society organizations, youth led economic opportunities and local governance, the goal of Mercy Corps in Tunisia is to empower vulnerable groups and communities in marginalized areas to develop productive initiatives that build a secure and just environment. The team is currently made of 30 staff members. With 3 offices in Tunis, Gafsa and Medenine, and a recent expansion in Jendouba (NorthWest) Mercy Corps is currently implementing different programs in Tunisia, funded by the European Commission, the Foreign Commonwealth Office-FCO, the MEPI-Department of States, l’Agence Française de Developpement-AFD, ROTA, The Africa CocaColaFoundation and the Dutch Ministry of Foreign Affairs.

GENERAL POSITION SUMMARY:

Working in the Tunisian Country program under the direction of the Country Director, the Finance & Compliance Manager is responsible for all aspects of financial management of the country program, ensuring compliance with Mercy Corps internal policies and procedures as well as donor regulations.  The Finance Manager serves as a support to the overall mission, and works proactively with its own and other departments to find

  • Hire, train and supervise Mercy Corps finance staff in country when needed.

Compliance

  • Perform internal audits and reviews as required to ensure compliance with Mercy Corps ad donor’s requirements.
  • Effectively stay abreast of donor policies, procedures, rules and regulations including match/co-financing rules; compile and update applicable local policies; and train Mercy Corps program and partner staff in these policies.
  • Review and monitor sub-partners financial reporting and compliance. Provide additional assistance to partners as necessary to maintain high standard of compliance.
  • Ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services.
  • Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters. Visit field offices periodically to perform reviews, trainings, and provide oversight.
  • Develop and implement grant budgeting at proposal level, and during program implementation. Develop and maintain budget analysis and forecasting systems with the Program Managers. Assist program team in analysis of grant financial reports and train program staff as needed in budget management.
  • Analyze and maintain appropriate local insurance coverage to protect Mercy Corps.
  • Analyze and adapt compensation packages, taxation requirements and human resource policies for all staff to ensure that Mercy Corps has adequately accounted for the financial impact of local staff compensation and benefits.

Accounting

  • Oversee and manage daily Tunisia accounting and finance functions carried about by a team of 4 finance staff in Tunisia.
  • Develop cross grants country office support budget, and annual fiscal year budgets with the Country Director.
  • Ensure the timely and accurate recording of transactions, cash management, banking, payroll, inventory, receivables and payables.
  • Plan and implement systems for financial operations in both the main country office and in field offices in accordance with the mercy Corps Field Finance Manual and donor regulations, including systems for Cash Flow management budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-Keeping, grant management and compliance.
  • Maintain banking relations and plan monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.

 

Reporting

  • Provide monthly management reports to Program Managers and Country Director, including expenditures by cost center/project, subgrantee reporting and other financial information, in a timely and accurate manner.
  • Submit monthly standard accounting package to Mercy Corps headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.

Other

  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Provide regular technical support to Finance & Admin Manager in Morocco.
  • Other duties as assigned.

WORKS DIRECTLY WITH: Mercy Corps Tunisia program and operations teams, HQ Regional Finance Officer (with authority for technical financial matters), Regional Program Director and Regional Program Team.

KNOWLEDGE AND EXPERIENCE:

  • 5 to 7 years of progressive financial management experience is required.
  • A BA/S or equivalent in accounting or finance is required, an advanced degree is preferred.
  • 7 years’ minimum experience in grants management as well as proven understanding of donors regulations is preferred (e.g. EC, DoS, SDC, AFD, DFID, USAID, Private & Corporate Foundations).
  • Four years international experience is required; international NGO/PVO experience is preferred.
  • Demonstrated experience and skill with budget preparation, development and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informational reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Demonstrated ability to manage a team remotely.
  • Advanced computer skills in MS office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills. Fluency in French and or Arabic is a bonus.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

The ability to interact effectively with international and national personnel both in a management as well as training capacity is required. An ability to support programmatic objectives with timely and meaningful financial information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Finance Manager must be willing to travel regularly to Mercy Corps field offices and project sites. The position will be based Tunis with frequent field travel including in southern and interior regions of the country.

The Finance Manager is based in Tunis. The location is accompanied. Housing accommodation is provided with freedom of movement beyond the house/office contingent to national moderate level of security measure. This position requires 25% of travel to field offices in moderate security environments with standard operation procedures in place.

Tunis is the capital city of Tunisia with a significant international community presence and many western amenities. Amenities in field sites may be more basic. Tunis has excellent medical facilities. Tunisia is facing social and economic challenges, while performing its democratic transition.

In 2015, three terrorist attacks took place in several locations and security is a growing concern in Tunisia like in many African and Middle East & North African (MENA) countries.
