Job Purpose

Support DRC Country Coordinator and FinRC country team (by a 50/50% shared position) in ensuring efficient, effective and timely financial management and administration of DRC and FinRC supported programming with Zimbabwe Red Cross Society (ZRCS).

Job Duties and Responsibilities

Based on joint work planning, the finance officer will independently, but in frequent collaboration and coordination perform the following duties, as agreed with the DRC Country Coordinator and FinRC RFAD

(1) Validate that ZRCS project financial reports are correct in terms of entries and calculations; and are consistent with figures presented in supporting documents;

(2) Ensure budget variance explanations and activities and corresponding budget lines carried forward are correct and consistent with narrative reports;

(3) Verify that ZRCS project financial reports, invoices and supporting documents meet project agreed requirements & timelines and is consistent with ZRCS policies and procedures and DRC and FinRC financial management guidelines as per the back donor requirements;

(4) Follow-up with ZRCS Financial Department on (1), (2) and (3) as required; and escalate to DRC Country Coordinator (or DRC Regional Finance Officer) or FinRC RFAD as necessary;

(5) Identify broader systematic issues within DRC and FinRC-supported ZRCS project financial management practice that need addressing; and in liaison with DRC Country Coordinater/Regional Finance Officer or FinRC RFAD to agree plan of action as to who will address this with ZRCS Financial Department and how;

(6) Provide technical support as agreed to NS in preparing annual and revised programme budgets;

(7) Ensure that ZRCS fixed assets inventory lists for projects, in line with ZRCS policies and project requirements, are established and maintained at all levels;

(8) When necessary assist in planning and organising DRC and FinRC internal audits and Donor initiated audits in Zimbabwe in relation to DRC and FinRC supported programmes; and

(9) Assist in maintaining administrative procedures in the DRC and FinRC Offices.

(10) Assist, or lead where delegated, DRC and FinRC financial management capacity building efforts with ZRCS (involving potential field visits to provincial and district teams)

(11) Undertake quality control of cash transfer requests from the DRC Country Office Zimbabwe and the ZRCS, and transmit them to the DRC Regional Office for further processing;

(12) Ensure timely and accurate booking of all DRC Country Office and Delegates transactions into the DRC accounting system (AX09)

(13) Ensure timely reporting of DRC Country Office and Delegate accounts to the DRC Regional Office and maintain a high standard of financial reporting

(14) Contribute to efficient communication and coordination between

  • DRC Regional Office, Country Coordinator, Delegates and the ZRCS on financial matters including participation in the ZRCS quarterly review meetings and other field visits as needed
  • FinRC Country Delegate, FinRC RFAD and the ZRCS on financial matters including participation in the ZRCS quarterly review meetings and other field visits as needed

(15) Other duties as required by DRC Country Office or FinRC Country office.

Education

  • Bachelor Degree in Accounting / Finance
  • ACCA qualification preferred
  • Experience

Required

  • Minimum 3 years auditing and/or finance management experience
  • Experience in budget preparation and follow-up preferred
  • Preferred
  • Experience in financial management with, or auditing of, Non-Government Organisations preferred
  • Experience and knowledge of international donor procedures preferred
  • Knowledge, Skills and Languages
  • Knowledge of standard internal control procedures and practice

  • Demonstrated capacity to produce results timely and rigorously
