Position objectives

The Fundación “Ayuda en Acción” is recruiting experienced candidates to coordinate and monitor on the financial and program administration scales those actions and activities to be implemented by Ayuda en Acción that have contributed to the development of those most vulnerable groups in its areas of intervention for the time being allocated in Cabo Delgado and Maputo.

The selected candidate will support the administration and finance department in financial and accounting management, respecting the generally accepted accounting principles and standards; managing the available financial, human, material and technological resources, respecting the applicable regulations for each donor; supporting other operational areas of the organization, partners, communities, public institutions and other relevant actors to achieve the objectives of the organization in the Ayuda en Acción Programs.

Functions:

· Ensure compliance with legal, fiscal, accounting and tax requirements, respecting internal procedures and local regulations in force.

· Present financial and accounting reports in accordance with the guidelines and deadlines established in accordance with the regulations of Ayuda en Acción and donors.

· Ensure that funds are justified in accordance with the internal regulations of Ayuda en Acción and donors

· Prepare the budget plan for the projects, in collaboration with Headquarters in Spain and monitor financial implementation and analyze deviations in the different budget lines contributing to the organization’s objectives.

· Carry out field visits in the framework of the projects made with our local teams and with our local partners to monitor and ensure compliance with the agreements signed by the parties and, at the same time, with our donors.

· Management and control of treasury activities, carry out bank reconciliations and manage liquidity levels based on the guidelines of the Financial Department at Headquarters, ensuring that sufficient financial resources are made available for project implementation.

· Support in classifying and posting accounting documents (cash and banks) ensuring their compliance with IFRS and the Spanish general accounting plan.

· Ensure compliance with fiscal obligations and other labor procedures, such as Vacation Plan, Nominal Ratio, INSS, IRPS, etc.

· Support in human resource management of the Foundation’s Programs in Mozambique: selection and hiring processes for personnel, payment of salaries, training for employees who are hired to reinforce the programs to be developed, termination of the employment relationship, etc. guaranteeing the applicable local regulations.

· Knowledge of laws and work practices, with experience in working with lawyers in Mozambique.

· Coordinate the development and review of purchasing procedures and check inventory control, according to internal administrative procedures established by the organization in collaboration with the logistics department.

· Follow up on the processes of external/internal audits, accounting, management and project execution.

· Monitor and carry out continuous exhaustive evaluations in the scope of management control and financial administrative management, developing and ensuring the sustainability of the processes promoted.

· Facilitate and support the implementation of best practices and internal control mechanisms in the processes of management and administration of resources.

· Carry out all the tasks assigned by the Management of Ayuda en Acción;

Requirements

· University degree in Economics/Accountancy/Finance or Business administration.

· Minimum of 05 years of experience in financial department, ideally within a Non-Governmental Organization (NGO).

· High command of the office software (Excel, Power Point, Word, etc.).

· Experience in accounting software (knowledge of ERP SAP will be positively evaluated).

· Excellent communication skills in both Portuguese and English (spoken and written). Communication skills in Macua is a plus.

· Availability to travel and to visit rural areas.

· Demonstrated experience in applications and implications of International Financial Reporting Standards (IFRS) and local PGC-NIRF in the accounting of the organization in Mozambique.

· Solid knowledge and application of the labor and tax legislation in force.
