POSITION TITLE: Fisheries Governance and Decentralization Specialist

LOCATION: Lilongwe, Malawi

UNIT: Forestry & Natural Resource Management

REPORTS TO: Deputy Chief of Party

POSITION SUMMARY

Winrock is seeking a Fisheries Governance and Decentralization Specialist candidate for the upcoming USAID-funded Malawi REFRESH initiative. This initiative is a fisheries restoration intervention to foster ecosystem based and participatory fisheries management in Lake Malawi.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES

§ Provide technical guidance on fisheries management, governance, and decentralization to achieve project results.

§ Develop, implement and monitor activities for program area including training, projects, grants, events and activities that meet project outcomes and output goals.

§ Establish and maintain an effective working relationship with Chief of Party, Deputy Chief of Party and with all members of the team.

§ Act as a subject matter specialist and advisor to the Deputy Chief of Party regarding fisheries governance and/or decentralization, institutional strengthening, central government and local government coordination, legal and legislative frameworks and processes

QUALIFICATIONS AND BACKGROUND:

Education:

  • A Master’s degree or higher in one of the following fields: natural resource management and governance; or political science/ecology.

Work Experience:

  • At least 5 years of demonstrated technical expertise, with substantial developing country experience and expertise to effectively provide technical assistance on legal and legislative frameworks and processes and oversee the design and implementation of decentralization and governance activities.
  • At least 3 years of demonstrated excellence in a management position, preferably including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.

Skills:

  • Experience and skills necessary for facilitating collaborative approaches to management of shared natural resources such as trans-boundary water body like Lake Malawi.
  • Proven track record of working on design of capacity development programs in local governance.
  • Proven track record contribution to knowledge management and policy development.
  • A thorough understanding of issues relating to local discourse on decentralization governance and fisheries management.
  • Excellent oral and written communication skills in English are required.
