Position: Food Assistance Information and Reporting Assistant (FAIRA) – HEA

Location: Kazungula (1) and Gwembe (1)

Purpose of Position

The Food Assistance and Information Assistant (FAIRA) is responsible for leading field-based IT operations pertaining to the Last Mile Mobile Solutions technology (LMMS) and Country Commodity Tracking System (CCTS). This includes provision of technical support to commodity distribution field staff during field registrations/distributions, in addition to running the LMMS web application to help staff set up new distribution projects, run commodity shipment using LMMS/CTS, and assist in generating LMMS/CTS reports including shipment and loss claim registers and loss files in ensuring lifesaving assistance and support to the disaster affected population for the child wellbeing.

Major Responsibilities

Review of Monthly Reports (CTS):

  • Coordinate with responsible parties and ensure that commodities reports for food and non-food are received, processed and produced, using the approved application, on time.
  • Ensure timely submission of replication, backups and field reports by the agreed deadline.
  • Update shipment files, loss claim files, shipment and loss registers to ensure up to date information for management use.
  • Conduct on spot physical inventories in all warehouses to review the physical inventory, stacking, ledger books and stack cards.
  • Maintain a neat, organized and chronological filing system, ensuring that essential hard copy reports, correspondence and other documents are available and easy to access at any time.
  • Processing of transporters invoices for payment.
  • Ensure that project computers are scanned for viruses, serviced and in good working condition.

LMMS System Operation:

  • Oversees wireless connectivity issues between mobile devices, routers and roaming servers in field operations, and troubleshooting where necessary.
  • Help ensure correct functioning of LMMS in beneficiary registration, enrollment, household updates and commodity distribution activities. Troubleshoots technical problems as they arise (including forcing the movement of filed data to permanent data repositories).
  • Help administer LMMS system users within the project in coordination with the Field Monitors and FAIRO.
  • Ensure backups of field data collection and ensures safety of data collected in field operations by password control to databases and encryption of laptop data where required.
  • Serve as technical point of contact/support for field monitors and reports back to core system delivery team on state of field deployments.
  • Report technical failures, help to replicate problems and help field installations with system upgrades/new releases.
  • Prepare LMMS reports and forward them to FAIRO/National Office.

Coordination and Collaboration:

  • Work closely with the Field Monitors, Warehouse Supervisor, Field Coordinators and FAIRO on all LMMS/CTS issues.
  • Participate in forum of IT support staff for LMMS/CTS for sharing common experiences and troubleshooting technical challenges.

Capacity Development:

  • Assist in capacity development with field staff to ensure adequate LMMS/CTS coverage.
  • Conduct periodic refresher training with project staff and other stakeholders in commodity management.

Education Qualifications, training and experience requirements

  1. Diploma in Information Technology, Accounting/Finance or any other related field with hands on.
  2. Computer literacy in Microsoft word, Excel and data analysis software is recommended.
  3. Experience in Commodities Management or Humanitarian work is preferred.
  4. One year of experience in Commodity Tracking System (CTS) and data management is an added advantage.
  5. Ability to troubleshoot IT problems – both hardware and identify software failings.
  6. Ability to work under pressure and minimum supervision.
  7. Must be able to work with strict deadlines to achieve quality results.
  8. Must have good analytical, writing and communication skills.
  9. Must be a mature Christian, able to stand above denominational diversity and attend daily devotions.
  10. Perform other duties as required.
  11. Certified Commodity Tracking System (CTS)/ Last Mile Mobile Solution (LMMS) User
  12. Solid background in the Window Operating System – XP in particular. Comfortable invoking, stopping or restarting System Services, installing and uninstalling software, creating user groups and setting up user privileges.
  13. Solid networking skills – able to set up, securing and administer wireless ad-hoc peer-to-peer networks. Ability to isolate and troubleshoot network connectivity difficulties accordingly and through running IP configuration tools, resetting wireless connections. Understands TCP/IP protocol.
  14. Knowledgeable of Relational Database Management Systems – exposure to MySQL highly desirable, including the use of database management tools (such as MySQL Query Browser and Administrator).

Work Environment

  • Office environment: typical field based
  • Travel: Domestic travel as and when required.
