Organisational background

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

Goal: The Food Security and Livelihood Supervisor is to work with communities and the Village Savings Loans Association groups; provide technical advice to Village Savings Loans Association groups on savings and loans approaches and Supervise the Village Savings Loans Association at the Village on daily basis. The position is based in Somalia –Eyl. The role reports hierarchically and technically to the FSL Program manager

The FSL Supervisor’s core responsibilities will include but not limited to the following:

Objective 1: Ensure regular planning and high quality project implementation in line with the overall SomRep strategies, approach and methodology.

  • Conduct regular monthly planning as well as development and use of weekly work plans.
  • Support CFs to develop their work plans.
  • In cooperation with FO, ensure that all fieldwork is implemented in line with SomRep approach and implementation methodologies. Ensure high quality standards of field implementation that achieves measurable impacts at target group level.
  • Establish transparent and accountable mechanisms for targeting and ensure appropriate targeting as per SomRep strategy.
  • Ensure that project implementation is community-led and driven and follows evidence-based better practices and approaches.
  • Ensure mainstreaming of gender equality, focusing on the enhancement of women’s economic and social empowerment.
  • Contribute to sector/theme integration at field level.

Objective 2:Implement project activities with communities

  • Liaise with elders and other community representatives.
  • Facilitate Village Savings Loans Association processes with communities.
  • Lead transparent and accountable participatory targeting of project target groups and beneficiaries.
  • Assess capacity-building needs.
  • Organize capacity building events and processes.
  • Conduct training.
  • Provide technical advisory assistance.
  • Organize exchange visits.
  • Conduct regular supervision of field implementation

Objective 3: Ensure regular monitoring, documentation, and reporting.

  • Conduct regular monitoring of fieldwork.
  • Ensure comprehensive documentation and record keeping.
  • Document better practise and success stories.
  • Write monthly reports

Objective 4: Liaise and coordinate with government, development and humanitarian agencies, private sector, and other stakeholders at District level

  • Liaise regularly with communities, elders, local authorities, private sector enterprises and other agencies operational in project Areas.
  • Participate in stakeholder coordination meetings and pro-actively contribute to district coordination
  • Represent the project at local level.
  • Any other duties as required.

Educational & professional experience:

  • A minimum qualification of a college diploma in a relevant discipline such as rural development, community development or Business Administration.
  • The candidate must have 3 years practical experience in community facilitation and of working with diverse teams.

Required skills:

· Good knowledge of implementing projects

· Good participatory planning skills

· Good skill in community dialogue

· Knowledge of community based pastoral food security and rangeland management

· Knowledge of pastoral context

· Good human relationships

· Strong analytical capacity

· Proficient in MS Excel, MS Word and Outlook Ability to speak the local language
