BUT DE LA POSITION:**

The Child Poverty and FSL Technical Specialist will provide strategic technical support to SCI Niger’s Child Poverty and FSL programming, including: support to ensuring the quality and impact of humanitarian and development programming; sectoral representation and coordination with the government and with national and international development and emergency response partners; serve as the interlocutor between SCI Niger and head office and regional technical advisors; act as the technical lead on assessments, programme design and budgeting, proposal development, program kick-offs, reporting, and support recruitment and procurement processes; support the timely implementation and execution of activities in all food security and child poverty projects for SCI Niger; and, analyze the capacity building needs of country programme staff and help design and support capacity building plans and trainings for those staff.

DOMAINES CLES DE RESPONSABILITES :

Programme Support

· Lead on technical Child Poverty and FSL assessments (including market assessments) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.

· Work with the Programme Development and Quality (PDQ), Operations, and Field teams to develop sector response plans and master budgets and contribute to Save the Children’s overall country and humanitarian response strategy, leading on defining the strategic axis of food security, resilience, early warning systems, social protection, safety nets and overall livelihood support, encompassing the preparation of situational analyses, gathering contextual and policy information, and establishing indicators.

· Work closely with the PDQ, Ops and Field teams to support program development and for all Child Poverty and FSL programming and activities, including the development of high quality concept notes and proposals, engagement with head office, government, NGO, local and donor partners.

· Support Operations and Field Teams to esnure timely and quality programme implementation, including monitoring against logframes and implementation plans; contribute to field office team members’ performance and work plans.

· Work and support field teams to prepare timely programme and donor reports and support teams to ensure SCI, donor and government compliance.

· Work closely with the Operations and HR teams to identify FSL staffing needs (both national and international) for emergency programmes, and contribute to ensuring comprehensive recruitment, induction and training of new staff.

· Work with field implementation teams to identify programme supply needs and coordinate with the logistics team to put in place timely procurement plans.

· Work with procurement, operations, finance and other teams to ensure appropriate modality of aid transfer and an accountable cash transfer mechanism is in place.

· Work closely with the MEAL team to put in place a sector and project MEAL plans, ensuring this links to reporting requirements.

· Work closely with the MEAL accountability leads to put in place activities are considered in programme design to ensure feedback from all relevant stakeholders.

· Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

· Identify learning and training opportunities for Save the Children staff and partners and work as a coach, mentor and role model for field and other national FSL staff.

· Implement close technical follow up aligning to the participative diagnosis and reinforcement plan done with local partners.

Representation & Advocacy & Organisational Learning:

· Ensure that Save the Children’s work is coordinated with efforts of other agencies and the Government, and take a leadership role within national and interagency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in coordination working groups.

· Take the lead and coordinate with the MEAL and Communications teams to document lessons learned and results for wider dissemination.

· In collaboration with senior programme staff and partners, assist in advocacy activities that target decision-makers at all levels.

· In collaboration with SCI colleagues, contribute to learning and evidence gathering and sharing relevant to global programme and advocacy objectives.

· Identify opportunities and material to contribute to communications and media work

General:

Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE:

Essential

· Significant senior level experience, at least 7 years, working in FSL and Child Poverty programming, including direct experience in implementing cash transfer programmes, HEA approach, market analysis and economic recovery, community and national early warning systems.

· Recommended a minimum of five years of relevant technical experience including at a senior level managing teams

· Previous first phase emergency response experience is essential

· Previous experience in project management and partners capacity strenghtening

· Experience of and commitment to working through systems of community participation and accountability

· Demonstrated monitoring and evaluation skills

· Ability to work both in an advisory and a hands on implementation capacity

· Proven capacity to supervise, train and coach staff

· Highly developed interpersonal and communication skills, including influencing skills, negotiation, coaching, and experience in representation and advocacy in external forums

· Experience of preparing successful funding proposals for donors

· Ability to write clear and well-argued assessment and project reports

· Ability to present complex informqtion in a succinct and compelling manner

· Politically and culturally sensitive with qualities of patience, tact and diplomacy

· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

· Knowledge and / or experience in using COD and EMMA / MIFIRA

· Familiarity with nutrition surveys

· Experience with developing and designing Social Protection programmes

· Specific experience of designing and managing DFID, USAID, OFDA, BPRM, EU, WFP and ECHO projects

· Specific experience of working in consortia projects

· Fluency in English and French, both verbal and written, required
