The African Initiatives for Relief and Development (AIRD) is a non-political, non-religious and non-profit making NGO with Country Programme Offices in Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Liberia, Niger, Republic of Congo, Tanzania, and Uganda. AIRD’s objective is to offer operational support, including but not limited to: supply chain, logistics, construction, infrastructure, environment, livelihoods and WASH in partnership with relief and development organizations that focus on disaster-affected and development-oriented areas. AIRD delivers for and through partners including but not limited to UN Agencies, international and national donor organisations and governments.

The AIRD now seeks to recruite a Funding Coordinator to support the Director – Communications and Development with the preparation, submission and monitoring of donor grants

The successful Candidate will have the following responsibilities:

Key Responsibilities

1. General Duties

  • Promote AIRD’s Vision, Mission, Core Values and key Partnership Standards and Practices among the staff and partners and ensure these are the core foundation of AIRD strategies and work
  • Ensure development of quality proposals & grant management, compliance with donor and internal organization requirements; oversee information management related to grant and program implementation by setting systems that permit production of timely and quality reporting and assist in integrated program development

· Direct the mobilization, management, and accounting of all resources in the Country Programs

· Provide leadership, strategic direction and support in the development and implementation of an effective Resource Mobilization Strategy.**

· Implement AIRDs SOPs and partnership agreements signed with Donors

2. Specific duties

Strategy and Planning

· Lead in the development and updating the AIRD fundraising strategy at least twice a year.

· Together with the Director of Communications and Development, lead the annual fundraising planning process to produce effective tactics and approaches to achieve income targets across the range of revenue streams.

· Identify new potential income streams and produce strategies to access these funds.

· Acting as a focal point, to issue funding policy recommendations in collaboration with field staff and headquarters.

· Representing AIRD to partners, NGOs, local authorities, government authorities and donors.

Funding Support:*

· Planning and co-ordination of funding from key institutional donors and with Head Office and Country Program Office in conjunction with program staff.

· Using an approved system to track all funding activity with donors.

· Update and implement funding plans in coordination with Country Programs to optimize income specifically for country programs.

· Co-ordinate all funding proposals and reports to donors for the country program and support country team with the preparation & submission to donors.

· Identify, assess and coordinate with Head Office and Country Program Directors to approach new donors or funding sources and represent AIRD as required with donors together with relevant programme staff

· Work with the Director of Communications and Development to maximize funding opportunities by leading and coordinating proposal development and communicating with his/her counterparts.

  • Analyze and provide advice to Country program staff on the funding policies and formal requirements of donors.
  • Provide support for the analysis of donor trends, financial and contract information for the region.
  • Help develop information for induction, funding manuals and other resources for use by the country program and finance staff, in coordination with Head Office

Donor knowledge, Donor relations and networking

· Support the dissemination of practical knowledge and lerning to field staff for designated complex donors under the programme portfolio

· Facilitate the building of relationships with donors at national, regional and international level

· Act as a facilitator and broker for consortium opportunities

· Network with other agencies who are receiving complex Institutional Funding donor grants to share and apply learning

Grant Management / Donor Compliance

  • Ensure appropriate contract management of donor contracts in country programs, including submission of reports; ensure compliance with donor requirements and use appropriate AIRD procedures and systems.
  • Ensure full compliance with AIRD minimum operating standards for grant management and work with implementing partners when required.
  • Work with Budget Holders and Finance Team to monitor all grant budgets to ensure compliance with donor requirements; review budget realignment and grant extension request; and also monitor expenditures to ensure compliance with budgets.
  • Act as a central point of organizational expertise on donor compliance requirements, ensuring that relevant staffs of all departments are informed of donor requirements; work closely with all departments to ensure compliance.
  • Provide technical support to assess donor eligibility/allow ability of planned expenditures and identify related compliance requirements.
  • Organize and participate in grant opening/inception, mid-term review and closure meetings and develop, with support of the Director Communications and Development, a mechanism to hold Budget Holders accountable for deviations from the grant contracts.
  • Maintain a reporting tracking system to ensure that responsible staff are aware of upcoming deadlines.
  • Verify that financial and narrative reports are coherent and adhere to donor and AIRD standards before submission.
  • Monitor funding status

Program Management:

· Participate in all program reviews, monitoring and evaluation and ensure lessons learnt are incorporated and reflected in funding proposals and reports to donors.

  • Work the Country program teams, AIRD partners and Government staff to Identify areas for capacity building related to fundraising, proposal & report writing and grant management for AIRD staff and partners.
  • Make sure capacity building initiatives are systematic and result based

Training and capacity building

Support the DCD in training Country Programme and other staff in issues related to Institutional Funding

Qualifications, experience and skills

· BA in social sciences / MA in development studies

· Minimum of 7 years of relevant experience in project design, proposal writing,

· Proven track record of applying new technologies to programming or make use of existing technologies to innovatively influence program design and delivery;

· Experience in dealing with multi donor projects documented and traceable.

· Experience in program development, proposal and concept notes writing and engagement with donors.

· Sectoral experience in any of AIRD’s priority sectors: Logistics, Infrastructure, Construction, WASH, Livelihoods, Environmental programming

· Ability to work in stressful environment including working in multiple proposal and reports with strict deadlines.

· Solid experience in grants management.

· Strong interpersonal skills including good team work

· Previous knowledge of working with both traditional and non-traditional donors

· Experience in one of the thematic areas such as WASH, EFSVL, Protection and/or resilience.

· Knowledge of the working context of several African countries

. Conversant in French and English (written and spoken) is desirable
