Position Summary:

The primary function of the GBV Coordinator is to provide technical guidance and supervision for the successful implementation of pilot GBV prevention and response activities. RI is looking to for an experienced GBV Coordinator to lead all GBV activities a part of a new USAID/OFDA funded integrated WASH, Health, Nutrition and Protection (S/GBV) project across four counties in Upper Nile, South Sudan. The ideal candidate will be passionate, enthusiastic and driven, and have experience of working with national and expatriate team members. S/he will have demonstratable experience of establishing GBV activities, case management, referral pathway mapping, individual/community psychosocial support, and facilitating protection needs assessments. RI works to mainstream protection and GBV in their other programming to ensure safe access to quality services for vulnerable people. The ideal candidate will have demonstratable experience of integrating GBV and Protection into Health, WASH and Nutrition sectors.

The GBV Coordinator will lead all GBV project implementation, developing workplans, spenddown plans, HR and input into BVA meetings, providing technical lead to quality and effective program implementation (including supervising activities, M&E, reporting), coordinate with key actors, set up and monitoring accountability mechanisms, facilitate learning within the project and build on best practices.

Position Responsibilities and Duties:

Project management and technical oversight (80%)

· Overall responsibility for the technical quality and standards of the GBV component of the USAID/OFDA integrated project, in line with budgets and work-plans, focusing on producing required deliverables

· Overall responsibility for supervising and supporting timely and effective implementation of the USAID/OFDA GBV project and activities, including achieving set indicator targets and objectives.

· Conduct field visits to monitor implementation and consult with key stakeholders and provide support to field-level Protection Coordinators, GBV Officers and PSS Officer to ensure timely and effective project implementation – determining gaps and needs and taking corrective measures within appropriate timelines.

· Conduct capacity building and/or mentoring activities for project staff. More specifically, mentor staff involved in the project and clearly define training needs of staff and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.

· Working with the DCD- Programs develop and roll out training for all RI staff to mainstream protection and GBV into RI’s program approach

· Develop SOPs for each of the project activities and components, roll out and monitoring implementation at the field level

· Working closely with the Psychologist, establish and roll-out psychosocial support (PSS) activities at the individual and community level, ensuring appropriate links with RI’s static facilities and mobile health facilities and teams.

· Working with the DCD-Programs establish and monitor case management system across all project locations; including leading on case management meetings.

· Ensure appropriate GBV referral links are established amongst the USAID/OFDA project and other complimentary programs, and other actors across each location

· Communicate regularly with Area Coordinators/Managers to discuss activity planning and implementation.

· Attend protection working groups and GBV sub-working group with other international agencies when relevant

· Contribute to proposal development and proposal efforts, leading relevant assessments and providing technical design, writing and budget inputs.

Monitoring, Reporting and Accountability (20%)

· Take an active role in the monitoring of interventions; ensure the collation, analysis and sharing of data related to project activities

· Development of baseline, KAP and other project assessments and conduct in-depth analysis of assessment findings.

· Ensure all data is entered into relevant sector-wide databases, and report to Protection cluster in a timely manner

· Ensure all protection case files are up to date, and that principles of confidentiality are upheld.

· Support field teams in ensuring that robust monitoring and accountability systems are in place and reviews are undertaken periodically.

· Establish contextually appropriate accountability mechanisms

· Lead on the development of GBV/Protection project reports, including writing and providing data analysis for donor reporting and advocacy.

Qualifications & Minimum Requirements :

This position demands a dynamic, passionate team player with a demonstrated ability to achieve results in demanding and often difficult environments.

· Degree in Human Rights, Protection/GBV, PSS or other relevant subject; Masters preferred.

· A minimum of 3 years’ experience in project management of standalone and multi-sector GBV prevention and response projects in humanitarian contexts.

· Experience of GBV case management and PSS

· Experience of working with protection information management systems

· Understanding and demonstrated ability and experience of training others on international standards related protection and GBV

· Experience of establishing monitoring and accountability mechanisms

· Demonstratable ability to manage multiple priorities, deadlines, tasks efficiently in a high-stress, fast-paced environment

· Verbal and written fluency in English is required

· Demonstrable experience of working in conflict/volatile security contexts

· Excellent time management skills, resourcefulness, with strong attention to detail

· Ability to work virtually with team members

· Excellent analytical and organizational skills

· Ability to think critically and creatively

· Proficiency in Microsoft Office packages including PowerPoint, Excel, Word etc.

· Excellent representation, presentation and communication skills.

· Demonstratable experience of creating an empowering and motivating environment; building relationships internally and externally

· Previous experience of working in South Sudan is desirable

· Previous experience of working with USAID/OFDA funded GBV prevention and response projects would be an advantage

· A sense of humor and adaptable approach to working style and working in a team.

Success Factors:

The ideal candidate will be passionate, enthusiastic and self-driven. A demonstrable commitment to national capacity strengthening is mandatory. Additionally, S/he will have excellent written and verbal communications skills, and will be fluent in English. Experience working in project management within an INGO in conflict-induced fragile settings is mandatory, with previous experience in South Sudan desirable.
