Context:

Under the overall supervision of the Head of Operations and the direct supervision of the Programme Coordinator (WASH), the successful candidate will provide overall technical support to mainstream Gender Based Violence (GBV) in the Water, Sanitation Hygiene (WASH) activities and lead technical and operational aspects of GBV prevention and response programming in collaboration with IOM’s Mental Health and Psychosocial Support (MHPSS), Migration Health Units and the GBV sub-cluster partners.

S/he will bring significant experience in technical and operational prevention and response programming to strengthen IOM’s programming. The development of technical approach, capacity building and implementation of GBV response services to be survivor-centered, rights-based and support systems-building in-line with international and South Sudan standards

and best practice. Approaches designed must be and be designed to be conflict sensitive and actively include marginalized groups. The s/he will undertake the tasks outlined below:

Core Functions / Responsibilities:

  1. Conduct needs and capacity assessments for GBV mainstreaming and specific GBV prevention and response programming in target areas, in collaboration with WASH, MHPSS and Migration Health Units.
  2. Develop a comprehensive GBV prevention and response strategy, in collaboration with WASH, Mental Health and Psychosocial Support unit (MHPSS) and Migration Health Unit (MHU), including capacity building targeting IOM staff, other key stakeholders International Non-Governmental Organizations (INGO), National Non-Governmental Organizations (NNGO), Line Ministries and communities in selected locations.
  3. Provide overall technical quality assurance for the development and implementation of approaches for GBV prevention, mitigation and response mainstreaming and targeted actions.
  4. Support program management for GBV activities including budget management, adequate and timely quality narrative reporting and management of GBV team.
  5. Undertake regular technical monitoring field visits and meetings with relevant actors in assessing the GBV trends, patterns and changing needs and consequently work to address gaps in IOM’s GBV prevention and response.
  6. Support gender and GBV mainstreaming approaches in WASH programming and support the team to mitigate and respond to SEA risks.
  7. Identify, in collaboration with Program Managers and PSU, funding and cooperation opportunities and develop project proposals accordingly.
  8. Represent IOM and liaise with GBV Sub-Cluster and other relevant coordination mechanisms, both in the field and in Juba when possible.
  9. Maintain relations with other GBV, Psychosocial Support (PSS) and Health actors in South Sudan.
  10. Creates a respectful office environment free of harassment and retaliation and promotes the prevention of sexual exploitation and abuse (PSEA).
  11. Ensure understanding and compliance with IOMs PSEA and security policies.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Work, Public Health, Psychology or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• At least 5 years professional experience working with GBV survivors and/or on GBV programs

in an emergency and/or post-conflict environment;

• Strong pedagogical approach with demonstrated ability to design and deliver effective training and mentoring;

• Strong people management skills: the ability to effectively supervise staff;

• Strong interpersonal and communication skills;

• Good report writing skills;

• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software;

• Previous experience in equivalent role in South Sudan is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French and/or Spanish is an advantage.
