1. Purpose of the Consultancy

Throughout the 2 months period, the consultant will provide technical input and expertise to introduce and strengthen the health response to Gender-Based Violence (GBV) in Somalia activities, and to develop an activity plan for concrete, sustainable results, and deliverables

2. Technical Supervision

The consultancy will be under the World Health Emergencies Unit and will work under the technical supervision of the GBV Technical Officer in EMRO. Within this setting, the consultant will work closely with the Health Cluster Coordinator and relevant staff in the Emergency program with the aim to integrate GBV prevention and response in the WHO Somalia CO and in the Health Cluster Group.

3. Background

With funding from the US State Department’s Bureau for Population, Refugees and Migration (BPRM), WHO is implementing a project to strengthen its capacity to address GBV, through the Health Cluster and WHO’s emergency work. Preventing and responding to GBV in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately one in five refugee or displaced women experience sexual violence. Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings. However, access to this essential care is often limited. As the lead agency for health, WHO is well places to institutionalize the health sector response to GBV in crises, within a gender equality and human rights perspective.

Somalia has recently joined this project, which is currently implemented in six countries of the Eastern Mediterranean Region: Afghanistan, Iraq, Libya, Syria, Somalia, and Sudan.

4. Planned timelines (subject to confirmation)

Start date: 15 March 2021
End date: 14 May 2021

5. Work to be performed

Output 1: Design and conduct capacity-building curriculum to improve integrated GBV services within WHO programmes.

Deliverables:

· Facilitate GBV training for the Health Cluster

· build the capacity of the Health Cluster for integration of GBV into response planning

· Develop and disseminate GBV IEC awareness materials

Output 2: Improve integrated GBV services through technical support to the Health Cluster.

Deliverables:

· Promote the role of WHO in terms of GBV

· Provide insight to update WHO projects to strengthen and include GBV

· Establish strategy on integration of GBV in activities

Output 3: Coordinate with relevant actors to strengthen GBV services within the health system.

Deliverable

· Explore means and pathways for promoting joint/integrated projects with relevant UN Agencies on GBV and health

· Review and agree with partners on proposals development to ensure issues of GBV are addressed

· Attend and actively participate in coordination activities in the Health Cluster and GBV Sub-cluster

Output 4: Review available guidelines and tools on GBV and provide guidance on strengthening the guidelines and tools.

Deliverables

· Lead the roll out of the updated GBV guidelines, and tools for the WHO Programmes, Health Cluster partners, and health and social services stakeholders

Output 5: Provide technical expertise to the Health Cluster on how to promote and support partners to operationalize responses to GBVwithin other relevant Clusters, WGs and Protection AoRs.

Deliverables:

· Ensure participation of Health Cluster in all GBV activity platforms

· Build capacity of partners to review their programmes to strengthen GBV and gender inclusion

· Endorse and plan for the inclusion of GBV into MHPSS activities

· Guide health cluster to incorporate GBV in planning and monitoring

6. Specific requirements

Essential Education Qualifications required:

  • Master’s Degree in one of the following fields: public health, women’s or gender and development studies, social sciences; or first health science degree with an advanced degree (at least at master level) in a related field.
  • Training in women’s health, epidemiology, or social sciences

Experience required:

  • At least 7 years’ work experience in violence against women/gender-based violence, ideally with some of this in humanitarian settings, and experience in training health organizations and health providers.

Skills / Technical skills and knowledge:

  • Proven experience of violence against women/gender-based violence, including in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centred approaches and a good understanding of the humanitarian organizational structure.
  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent inter-personal skills.
  • Proven experience of violence against women/gender-based violence, including in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centred approaches and a good understanding of the humanitarian organizational structure.
  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent inter-personal skills.

Language requirements:

  • Essential: Expert knowledge of English, desirable knowledge of the local language
  • Desirable: Knowledge of Arabic and other UN languages.

    7. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
