JOB SUMMARY:
The Gender Advisor is a key focal person for “Bunna Tetu: Promotion of Social Dialogue in the Garment Industry in Ethiopia” project and will have the technical and coordination responsibilities for the completion of the project on time within budget and within scope. S/he is someone who builds on CARE Ethiopia’s expertise and learning on gender transformative work and engagement in industrial parks to support the establishment of a safe platform and working environment for women garment workers. S/he will serve as technical lead of the project efforts towards quality design and implementation of initiatives that ensure women’s empowerment and gender equality in the industrial park. The position holder will coordinate trainings, strengthen linkages and ensure the sustainability of the project. This will include awareness raising and empowerment training, creating access to interactive informational content and creating linkages for access to medical and legal aid services. S/he will also work to build ownership of external stakeholders through establishing an advisory committee, promote regular social dialogue sessions between workers and key duty bearers as well as bring stakeholders together to support the resolution of disputes where needed. The advisor will conduct high-quality training and produce related material to ensure the needs and challenges of women garment workers is addressed. The gender advisor will oversee the mainstreaming of gender in the policies and functions of the industrial park; participate in monitoring, evaluation, and learning; respond to identified issues; and make timely adjustments to implementation strategies as needed.
RESPONSIBILITIES AND TASKS:
Strategy, Development, and Design
§ Develops the gender strategy of the project in collaboration with other project staff
§ Obtains agreements at the local level with regional BoFED
§ Assesses and identifies the needs and demands for services, closely follows up and ensures the implementation of strategies activities
§ Designs concepts, and inputs into problem identification, problem analysis and the tools to support operationalization of gender strategies and plans
§ Oversees the establishment of a facility that caters to the concept of worker’s café and set-up ‘fair price shops’
§ Supports the development of contextual training materials, follow-up on the provision of the training and track behavioural change.
§ Actively contributes to advisory committee and ensure gender responsive planning
§ Facilitates the adoption of and ensure implementation of relevant gender policies
§ Design a male engagement strategy
Capacity Building, Liaison and Linkages
§ Prepares a joint plan of action which clearly describes roles and targets allocated to each stakeholder.
§ Oversees an advisory committee of local duty-bearers to build buy-in and support for the café.
§ Follow-up the regular social dialogue sessions between workers in the café and key duty bearers, including factory managers and local authorities
§ Conducts training needs assessment with factory workers and the extent to which it has informed modules content and mode of delivery/methodology.
§ Develops and facilitates the adoption and translation of training curricula/manuals, modules, and technical assistance methodologies
§ Creates options for affordable health care by creating linkages with local health centres interested in setting-up health education schedules
§ Provide workers with access to remedy through trade union support and legal aid services; facilitating stakeholders to come together to resolve disputes.
§ Follows up the work to enable workers to identify shared issues/demands and hold regular dialogue sessions with factory managers and local authorities.
§ Continually updates staff and partners on emerging gender issues to enhance and sustain conceptual clarity and awareness of best practices
Learning, Sustainability and Networking
§ Creates and builds linkages with service providers and agree a sustainable approach to embedding services in the café
§ Collaborates with in-factory programs to raise awareness of the factories about the cafés and establish a link for dialogue
§ Documents and shares the promising practices and lessons learned from the project; including project quarterly and final report
§ Implementation to GIZ and project stakeholders to promote scale-up and expansion of similar efforts in other industrial parks.
§ Works very closely with a number of strategic international and government organizations and entities in order to ensure joint ownership and long-term sustainability of the project.
§ Collaborates with Hawassa University Gender Office to obtain use of their community support activities for legal aid and other support actions.
§ Supports the translation of gender learning into evidence-based lessons to influence policies
§ Keeps up to date with developments in gender initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning
§ Together with the Program Quality and Learning (PQL) Unit, supports the effort to measure impact and document lessons learned and best practices.
§ Prepare monthly and quarterly progress report

In a nutshell, the advisor is expected to deliver the following milestones.
Milestone 1- Obtaining agreements at the local level with regional BoFED within 10 working days.
Milestone 2- Rent a physical space for workers to meet on evenings and factory off-days. The location will be in Hawassa.
Milestone 3- Facilitate and oversee the refurbishment of the physical space to make user-friendly and purchase all the necessary materials to make the café useable
Milestone 4- Conduct a monthly advisory committee meeting for the café to build ownership of external stakeholders
Milestone 5- Organize the EKATA groups, deliver trainings and conduct regular social dialogue sessions between workers in the café and key duty bearers, including factory managers and local authorities
Milestone 6- Bring stakeholders together to support the resolution of disputes where needed.
Milestone 7- Follow-up linkages with service providers in embedding services in the café
Milestone 8- Implement the game exercises and make them accessible to workers
Milestone 9- Enable workers to identify shared issues/demands and hold regular dialogue sessions with factory managers and local authorities.
Milestone 10- Conduct a half monthly advisory committee meeting of local duty-bearers to build buy-in and support for the café.
Milestone 11- Oversee the establishment of a facility that caters to the whole concept of worker’s café, its continued up-keep and functionality. This will includes the service utilities and related maintenance costs. The advisor will be available most evenings including factory non-working days where services of the café’ are being delivered.
Milestone 12- Maintain active operation times in consideration of the time constraint of workers (usually evenings and Sundays).
Milestone 13- Manage the day to day operations of the café. The advisor will be available most evenings including factory non-working days where services of the café’ are being delivered.
Milestone 14- Provide trainings on the developed modules to 200 workers in the local/ local language. Deliver training on preventative and reactive measures of the Corona virus with specific consideration of the target group
This includes conducting a pre-post analysis and tracking behavioural change.
Milestone 15- Follow-up the implementation of the medical counselling that will be provided 2-3 days a week. Promote the service among female garment workers. Develop a monitoring and reporting checklist to follow-up the counselling service.
Milestone 16- Link workers with affordable health care service providers by creating linkages with local health centres interested in setting-up health education schedules – via health extension workers focusing on education and referral. And also, follow-up the implementation.
Milestone 17- Follow-up the legal counselling service, legal rights and responsibilities education for factory workers. Use the monitoring and reporting checklist to follow-up the counselling service. At the same time follow-up and implement activities to strengthen the linkage with trade unions who also can avail their legal staff to hold the clinics in the café.
Milestone 18- Together with the legal counsellor, provide training on labour rights wage grade and overtime calculation; working hours; timely payment of wage; maternity benefit; weekly holidays and leave; occupational health and safety, welfare; trade union and association; child labour; discipline (misconducts according to the new labour law).
Milestone 19- Form EKATA groups and implement activities for building solidarity among workers, identifying shared challenges and catalysing collective action.
Milestone 20- Delivery the core aspect of EKATA as a tool to mobilise workers to promote gender equality integrating specific content on social mapping, problem tree analysis and action planning.
Milestone 21- Follow-up the implementation of infotainment and edutainment which includes games such as the LUDO, role play, and theatre.
Milestone 22- Pilot the LUDO questionnaire.
Milestone 23- Conduct periodical meetings between some of the worker leaders in the café and local factory managers to discuss their priority issues and concerns.
Milestone 24- Conduct activities to strengthen and/or establish effective forums for worker-management committees.
Milestone 25- Implement a joint plan of action which clearly describes roles and targets allocated to each stakeholder.
Milestone 28- Set up the ‘Fair price shops’.
Milestone 29- Facilitate/conduct dialogue meetings between workers and management; or workers and other stakeholders outside of factories through links with the women, children and youth bureaus.
Milestone 30- Conduct regular social dialogue sessions between workers in the café and key duty bearers, including factory managers and local authorities, and bring stakeholders together to support the resolution of disputes where needed.
Job Requirements
QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
BSc/A in relevant disciplines, e.g. Social Science, Gender, Law, Industrial Development and other related.
Desired:
MA/Sc degree in Gender, Anthropology, Sociology, Developmental Studies and professional training in gender or related fields.
B) EXPERIENCE
Required:
§ At least 5-7 years of work experience in developmental related areas related to women’s empowerment and gender equity issues, preferably related to employment and textiles
§ Experience with adult learning and training of trainers, methodologies
§ Practical experience in working with diverse actors; private sectors, governments, cooperatives or committees
§ Development Cooperation and NGO experience
Desired:
§ Planning and leading women’s empowerment projects
§ Policy advocacy
C) TECHNICAL SKILLS
Required:
§ Strong knowledge of gender, interpretation and mainstreaming, particularly as related to economic and social needs
§ Firm belief in teamwork, gender equality, and transparent and participatory management
§ Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies
§ Excellent training and facilitation skills
§ Writing skills (for report and strategy documents), proficiency in oral and written English

§ Computer literacy in MS-Word, Spreadsheet, Microsoft PowerPoint etc
