The Gender and Advocacy Officer is part of the Kvinna till Kvinna Supporting Effective Advocacy in Liberia European Union program and reports to the Program Coordinator. Work assignments will be regulated in consultation with the Program Coordinator.

Description of Program

The Supporting Effective Advocacy in Liberia (SEAL) Programme is a joint venture between Kvinna till Kvinna and Mercy Corps funded by the European Union. The SEAL Programme aims to increase the effectiveness and capacity of Civil Society Organizations (CSOs) working in four thematic areas: Energy, Agriculture, Education, and Advocacy/Political Participation over the course of 4 years. The program seeks to ensure that Liberian CSOs are credible actors in the governance of the country through their engagement in the formulation of public policy, and monitoring of its implementation.

Job Description

As an important member of the Supporting Effective Advocacy in Liberia (SEAL) programme, the Gender and Advocacy Officer (part time, estimated 75%) will be required utilize a deep understanding of gender mainstreaming and advocacy in Liberia in a variety of tasks and activities. The Gender and Advocacy Officer will provide the Program Coordinator support in the creation and implementation of workshops, trainings, and activities intended to improve the capacity of CSOs. This position will also support the coordination and communication between the Kvinna till Kvinna team and the Mercy Corps team, selected training institutions, selected government offices, and selected CSOs. This is a challenging position which requires strong strategic problem-solving skills, deep knowledge of cultural context, excellent interpersonal skills, a high level of personal initiative, and an ability to work flexibly. Comfort with information sharing and distribution, a strong ability to think critically, a strong understanding of the Liberian context, and a strong technical background on gender and advocacy are critical requirements.

Overall Responsibility

The Gender & Advocacy Officer position aims at supporting integration of a gender mainstreaming perspective to the Supporting Effective Advocacy in Liberia (SEAL) Programme and creating a dynamic environment to educate CSOs on effective advocacy practices. Creation and delivery of trainings is a key responsibility of the Gender and Advocacy Officer.

Specific Responsibilities

  • Provide guidance and advice on technical issues of advocacy and gender mainstreaming in the SEAL Programme.
  • Tailor existing materials to better adapt to the Liberian context and CSOs thematic focus areas.
  • Network, coordinate and maintain dialogue with relevant stakeholders e.g. Government Institutions, National and International Development Organizations to ensure collaboration, synergy and sharing of experiences on gender mainstreaming and advocacy issues.
  • Support and strengthen the selected 12 Civil Society Organizations (CSOs) and the National Civil Society Council of Liberia (NCSCL) in gender awareness and engagement on advocacy.
  • Lead assessment and research activities to gather information and analysis on gender and advocacy issues.
  • Track progress and provide data on gender and advocacy issues.
  • Develop a plan to create a plan in conjunction with the selected 12 CSOs and NCSCL on how to lead the documentation and sharing of lessons on reporting, advocacy and gender best programming practices.
  • Support preparation and dissemination of information related to gender and advocacy issues that are relevant in the SEAL Programme.
  • Support the monitoring, evaluation and reporting on gender mainstreaming by ensuring the collection of relevant baseline information and formulation of indicators that are sensitive to gender and advocacy.
  • Identify training needs, create content, organize and roll out trainings in gender mainstreaming, partnership management and strategic advocacy skills, and closely follow-up the training of the Selected 12 CSOs and NCSCL.
  • Mobilize the selected 12 CSOs to collectively access relevant public information for advocacy /domestic public policy cycle.
  • Submit monthly Progress Report to the SEAL Programme Coordinator.
  • Attend regular meetings with the collaborating partners MC and the European Union (EU).
  • Any other task as assigned by line manager.

The Gender and Advocacy Officer will help track the project’s impacts, ensure its daily management and delivery and ensure compliance with reporting requirements.

The Gender and Advocacy Officer will ensure that gender representation is visible in the programming and advocacy of the selected 12 CSOs and NCSCL.

The Gender and Advocacy Officer will contribute to the donor relationship and ensure compliance with reporting requirements with the support of the SEAL Programme Coordinator.

The Gender and Advocacy Officer will organize training and meetings with the selected 12 CSOs and NCSCL including relevant stakeholders.

The Gender and Advocacy Officer will assist in the creation and delivery of educational content for advocacy, cultural and conflict sensitivity, networking and communication, and gender mainstreaming

The Gender and Advocacy Officer will the do weekly planning including arranging and attending meetings with collaborating partner MC and EU and identify training needs.

Qualifications:

  • At least a bachelor’s degree in Gender & Development studies, Sociology, Rural Development, Development studies, or related studies. A Master’s Degree in related studies will be an added advantage.
  • At least 4 year’s proven and progressive experience working on advocacy, gender mainstreaming, and communication.
  • Previous experience with community and network mobilization.
  • Strong networking and alliance building skills.
  • Knowledge of advocacy techniques such as effective resource mobilization, creation of action plans, effective messaging, etc.
  • Fluency in English.
  • Excellent communicator orally and in writing.
  • Innovative, self-driven and team player.
  • Strong interpersonal skills and a strong background on the political space in Liberia.
  • Result oriented, structured and systematic.
  • Advanced skills in critical and analytical thinking and problem solving.
  • Previous work or experience with Liberian CSOs is strongly preferred.
  • At least 1-2 years of experience creating material for/presenting workshops and trainings is preferred.

Terms and conditions of employment

The position as Gender and Advocacy Officer is a part-time position, 75% with expected start date August 1st 2019. The position is placed in Monrovia and is a Local employment under the Liberian Labor Law.
