Position: Protection and Gender Assistant

Report to: Project Coordinator

Location: Adjumani (West Nile), Uganda

Purpose of the position:

The Protection & Gender Assistant implements the WFP Protection and Gender programme interventions, as well as ensuring protection and gender mainstreaming across the programme. This position also provides technical support in relation to relevant child protection and gender standards; mainstream child protection and gender in all cash for asset programming, and ensure adherence to child protection minimum standards in humanitarian action (SPHERE Standards) and principles as well as the Prevention of Sexual Exploitation and Abuse/Code of Conduct.

Major Responsibilities:

Capacity building

  • Train staff, stakeholders, partners and community structures members on Gender and Protection, humanitarian protection, protection from sexual exploitation and abuse (PSEA) and sexual and gender based violence (SGBV).
  • Sensitize beneficiaries on targeting and selection criteria to ensure inclusion of gender and other vulnerable groups.
  • Participate in formation of project steering committees.
  • Engage DLG and WFP focal persons in gender & protection training events.
  • Train volunteers as focal point persons.
  • Develop IEC materials in collaboration with WFP.

Community engagement

  • Conduct community dialogue and meetings with community, community structures and stake holders on SGBV and PSEA.
  • Conduct on field monitoring to ensure project activities are streamlining gender & protection issues.
  • Conduct community sensitizations during asset creation to ensure gender & protection considerations are adhered to.
  • Participate in CHD activities to identify gender & protection concerns for appropriate action.
  • Utilize existing community structures for peer support, case management and escalation/referals.

Networking and engagement

  • Partner’s engagement, networking and coordination with respect to gender and protection.
  • Participate in settlement protection and inter-agency meeting.
  • Liaise with DLG/WFP gender focal persons during project implementation for technical support.
  • Map out key actors in PSEA and SGBV in all the settlements for referrals and linkages.

Case management

  • Conduct onsite case management on issues related to food assistance, protection and gender
  • Participation in CHD during cash distribution and asset creation to identify gender issues for case management.
  • Analyze gender & protection issues

Supervision

  • Establish safe corners for mothers and children at work-sites.
  • Act as protection focal point for the project
  • Supervise volunteers and community structure members supporting gender & protection activities.

Qualifications: Education/Knowledge/Technical Skills and Experience

  1. A minimum of Diploma in Gender Studies, Social Work, Human Rights or relevant field.
  2. At least 2 years of experience working in child protection and gender development programming, preferably in fragile contexts. Familiarity with key international standards for humanitarian work (e.g.CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.)
  3. Certificate courses in IASC Guidelines and key training packages preferred especially Caring for Child Survivors of Sexual Violence, psychological First Aid in Emergencies, CPiE Minimum Standards, and GBV IMS, International Humanitarian & Human Rights Law Foundations.
  4. Fluency in English both spoken and written and knowledge of one of the local language (Madi, Arabic, Luo and Kiswahili) spoken in the area is an added advantage.
  5. Networking and collaboration skills
  6. Good interpersonal skills with ability to communicate and negotiate, taking into account cultural and language difficulties.
  7. Ability to communicate and work with beneficiary communities, government and stakeholders at the district level
  8. Experience in training and community consultation highly desired
  9. Good understanding of monitoring and evaluation processes.
