The Gender-based violence (GBV) component of the Health system and support project (SENI) project managed by the Ministry of Health of CAR funded by the World Bank, is looking for a dynamic and versatile international Gender-based violence specialist / long-term consultant to work in collaboration with the Ministry of Health & Population (MOH) and the World Bank to support in ensuring that technically sound planning, implementation and collaboration strategies are in place for the smooth implementation of GBV activities of the SENI project.
The SENI project aims to provide integrated GBV-focused services in five (5) districts (with over 15 health facilities including district hospitals) and surrounding communities where GBV survivors will be provided free healthcare treatment, including post-exposure treatment, and counseling on HIV/AIDS and sexually transmitted infections and psycho-social support. Huge efforts will be made to link with existing initiatives on the ground where possible. Community sensitization prevention efforts will be managed by international NGOs hired by the project, in collaboration with local community groups, under close collaboration with the government and partners in CAR. Health response mechanism will also be set up by the Ministry of Health to ensure medical response for GBV survivors at district hospitals and health centers. This government initiative will be outsourcing the community preventive component to international NGOs. This GBV strategy will serve as a model for future expansion to other districts in the country.
B. DUTIES AND RESPONSIBILITIES
Under the responsibility of the Coordinator of SENI project of the Ministry of Health & Population (MOH) of the Central African Republic (CAR) and in close collaboration with the World Bank CAR Health team, the GBV specialist/consultant will provide direct technical support to the SENI project to ensure smooth implementation of GBV activities.
In that capacity, the GBV specialist/Consultant is expected to:
- Provide implementation, monitoring and technical guidance and support to the MOH in gender-based violence (GBV) for the SENI project, in close collaboration with the Project Implementation Unit (PIU) [Cellule Technique Nationale (CTN)] of WB-funded Health projects in CAR.
- Provide technical assistance to MOH relating to current GBV initiatives
- Ensure the following up of the GBV/SENI project in collaboration with the MOH GBV team as noted in the GBV implementation manual and Action Plan
- Liaise and coordinate with MOH and the Ministry for the Promotion of Women, Family and Child Protection, in addition to local and international partners for the implementation of the GBV Action Plan
- Collaborate with the Project implementation unit (PIU) of the SENI project in ensuring the monitoring and evaluation of the GBV activities
- Support the WB health team in elaborating reports and briefs relating to GBV component of the SENI project upon request
- Undertake project site visits (where feasible) and contribute to relevant field assessments in collaboration with the MOH and WB CAR health team
- Liaise with the WB team leaders, GBV experts, partners and MOH as needed for technical support
- Carry out any other activity as required as part of the GBV component of the SENI project.
KEY POINTS:
· Follow the GBV Action Plan and GBV Implementation Manual already elaborated to ensure timely delivery of the activities noted within the plan and manual.
· Closely scrutinize budget proposals for each activity to be authorized by the World Bank Health team based in Washington DC.
· Coordinate closely the relationship with the government, NGOs and UN agencies to ensure smooth collaboration, and look for maximizing impact for the benefit for the project.
· In collaboration with the GBV government team, assist the MOH to assure a close liaison and coordination of international NGOs hired by the SENI projects working in the districts for the preventive strategy
· Oversee and ensure delivery of post-exposure preventive kits to the health facilities and support the management of essential medical supplies provision to the target facilities.
· Follow up on the medical and psycho-social component of the GBV response, ensuring training, implementation and ensuring human resources recruitment in the districts
· Support and work with the GBV teams to accompany visitors and specialists coming to CAR
· Deploy communication efforts of the GBV project WB staff in Bangui and Washington DC, as well to external donors
· It is expected that the candidate will be very responsive with online correspondences with WB team members, MOH and partners upon need and request
· Conduct other related tasks upon request.
C. SELECTION CRITERIA
· Graduate degree (Masters or Doctorate) in public health, medicine, social science or other relevant studies relating to gender-based violence issues
· A minimum of 5 years of relevant and progressive experience in planning, programming, implementation, monitoring and evaluation of gender-based violence or related activities in developing countries, especially in sub-Saharan Africa or in extremely low-income settings
· Fluency in French (oral and written) is required, and a good command of English (written and oral).
· Experience and familiarity in working in fragile contexts in GBV issues.
· Have experience of working in an international organization would be a great asset.
· Demonstrated ability to maintain good working relationship with the government, as well as international partners.
· Ability to work under pressure.

E. ADMINISTRATIVE ARRANGEMENTS
· The candidate will be contracted for one year (12 months) from the day of recruitment. The contract can be extended for an extra year if the performance is satisfactory.
· Payment rate will be set based on qualifications, relevant experience, and academic and linguistic level.
· The candidate will be paid on a monthly basis (flat-rate), according to qualifications and levels of experience. One month advance payment could be made for start of the contract.
· Round-trip economy class airfare ticket will be provided.
· The means of work (computer, office, printing, modem, paper copies, etc) and work-related trips will be provided by the SENI project
· Attendance to video/audio conference calls will be necessary, and the candidate may use the World Bank office in Bangui to maximize communication capacities. The candidate may also make use of the internet at the WB Bangui office if needed, as access to internet connection may be weak through personal modems provided for work purposes.
· The candidate must be sensitive to and consult the WB team leader(s) in Washington DC before suggesting or discussing any issues that would imply budgets or policy modification, institutional arrangements, or project modification.
· Performance of the specialist will be evaluated bi-annually by the Coordination of SENI and WB in Washington, DC. The contract can be terminated upon agreement of all parties upon poor performance anytime or if there are any signs of misconduct.
· The candidate will be under the supervision of the Coordinator of the SENI project, and will mainly coordinate key actions with the World Bank CAR Health team in Washington DC. The candidate will work in close collaboration with the GBV Focal Point of the Ministry of Health and the PIU of the SENI project.
