  1. JOB SUMMARY:

The Gender Equality and Diversity, GED Officer Position is someone who builds on CARE Ethiopia’s expertise and learning on gender transformative work in Ethiopia as well as the experience of others to support the Ministry of Women Children and Youth Affairs (MoWCYA). The aim is to help the institution to be better able to support and hold other line ministries to account on gender transformation. CARE will partner with and support MoWCYA to achieve the goals set in its ministerial mandate by providing learning, resources and strengthening of capacities in the area of gender inclusive governance. This position is effectively expected to spearhead the process by providing guidelines for implementation, overseeing capacity building monitoring changes and generating evidence for learning.

 The GED Officer will sit in MoWCYA and is expected to work closely with the Steering Committee of the project and focal persons in MoWCYA. The Officer will directly report to the CARE Project Manager.

  1. RESPONSIBILITIES AND TASKS:

Job Responsibility #1. Plan and Oversee GED strategies

  • Develop an overall detailed action plan with measurable indicators for the implementation of all GED activities, reviewing and revising as appropriate, working closely with MoWCYA
  • Working with MoWCYA. design programmatic GED tools to be applied in the project, including CARE’s Social Analysis and Action Program, HR related GED analyses and gender budgeting
  • Design the Young Female Internship program working with MoWCYA
  • Design other interventions to help MoWCYA manage work force balance and diversity be it religious, ethnic, age, disability, etc.
  • Support with the planning of highly visibility events external facing events including national MoWCYA conference and IWD

Job Responsibility #2.  Implementation of initiatives

  • Lead the implementation of the SAA training of MoWCYA staff
  • Support MoWCYA’s HR in organizing all female staff meetings to provide opportunities for female staff to feedback on their situations and environment.
  • Provide direct support to MoWCYA’s HR to review its recruitment processes, based on analysis of best practice
  • Work with MoWCYA’s HR to improve staff induction and training procedures
  • Implement the Young Female Internship program, with support from MoWCYA’s HR
  • Work with MoWCYA and where relevant directly provide GED trainings to ministry staff
  • Work with MoWCYA’s HR to explore different ways of promoting a non-threatening enabling working environment that nurtures respect for diversity and is empowering and mutually-respectful with open communication across all directorates and units
  • Work with MoWCYA’s HR on improving their record keeping, including on diversity and on gender based safety and security issue

Job Responsibility #3.  Monitoring, Evaluation, Learning and Reporting With support from CARE MEL officer and MoWCYA staff, design and collect quality data tracking mechanisms based on gender equality and women’s empowerment impact measurement indicators, systems and processes

  • Working with MoWCYA staff, compile project related data, provide comparative analysis, extract lessons and disseminate as appropriate
  • Working with MoWCYA, develop promotional and informative materials about GED initiatives within the project
  • Support the documentation of monthly MoWCYA staff reflection on gender related topics
  • Working with MoWCYA staff, organize GED learning and information sharing fora for interns and mentors
  • Write quarterly briefs on key outcomes and learnings from the GED work, with inputs or jointly with MoWCYA staff
  • Contribute to project outcome mapping, ongoing activity based monitoring and periodic evaluation

Job Responsibility #4:  Perform other duties as assigned 

Job Requirements

  1. A) EDUCATION/TRAINING

Required:

  •  BA/BSc Degree in Human Resources, business management, law or equivalent combination of education and work experience.

Desired:

  • Masters in the study of Human Resources, humanities; preferably gender studies, social work and management.
  1. B) EXPERIENCE

Required:

  • 3 years of work experience in human resource development or talent management.

Desired:

  • Work experience in designing or implementing initiatives to enhance organizational workforce balance and gender mainstreaming activities,
  • Experience of internship/mentoring programs
  1. C) TECHNICAL SKILLS

Required:

  • Excellent facilitation and training skills;
  • Excellent verbal and written communication skills in English Language
  • Firm belief and commitment in teamwork;
  • Excellent computer skills;

Desired:

  • Knowledge and experience in using gender and other vulnerabilities analysis tools;
  1. D)COMPETENCIES

This position is located in CARE Addis Ababa Office and requires no/limited travel outside of Addis.
