Role & Responsibilities

Lead and support the meaningful integration of gender and inclusion in Medair by establishing, through specialist knowledge and experience, the effective mainstreaming of gender and inclusion standards and best practices in programmatic work in Congo as well as championing more consistent integration of gender and inclusion in Medair globally.

Project Overview

Medair delivers life-saving multisectoral interventions to emergency affected populations in eastern DRC in difficult to access areas and despite security challenges. Attacks by armed groups and intercommunal violence in eastern DRC continue to threaten vulnerable populations, despite the efforts of the government’s armed forces (FARDC) and assistance from the UN Mission in DRC (MONUSCO). Sectors of interventions are health, nutrition and WASH.

Medair DRC responds to emergencies principally caused by population movements and disease outbreaks through a BHA project that started in July 2020 – two years grants – and an ECHO project from May 2020 to April 2021. Nutrition in the DRC health national system is an integrated sector as Medair is implementing as part of the Primary health care (PHC) package offered. Medair supports OTPs at the primary health care level as the case management of SAM cases in SCs and IYCF in the communities. There is also a critical WASH component which is complimentary to the integrated health approach. In terms of outbreaks, the Eastern Part of DRC where Medair is providing support is keen to a frequent one as measles, cholera, Ebola (resurgence since February 2021) and COVID-19 pandemic (since March 2020). In this context, access and quality to PHC is a priority. Workplace & Working Conditions

Field based position in Goma, Democratic Republic of Congo with regular travel to other bases and field locations as required in order to coordinate and support gender and inclusion activities. Interventions may be in remote and difficult to access areas for which the environment is physically challenging (accessible on foot). The security context is complex and also requires constant monitoring. Visits to emergency locations will be expected.

Key Activity Areas

General tasks

  • Support and facilitate the mainstreaming of gender and inclusion across the Medair Congo programme.
  • Develop resources and tools to support and embed good practice on gender and inclusion in humanitarian within Medair’s programmatic work.
  • Provide training and capacity development support for staff and partners on mainstreaming gender and inclusion good practice and key tools to be used at each stage of the project cycle.
  • Provide hands-on support and coordination for the definition and implementation of gender and inclusion mainstreaming strategy and deliverables within Medair Congo and aligning with Medair’s Protection standards.

Project Management

  • Support and facilitate the mainstreaming of gender and inclusion in Medair Congo and advocate for a common approach in Medair globally.
  • Support and coordinate the effective delivery of mainstreaming gender and inclusion as part of Medair’s implementation plan & programme deliverables outcomes, time frames, budget, & quality.
  • Design/adapt and provide gender and inclusion sensitivity training for Medair Congo staff at all levels.
  • Conduct review of existing internal and external materials to develop good practice guidance and tools for Medair as relates to gender and inclusion mainstreaming and ensure staff capacity building on their effective use. Facilitate and coordinate the process of developing country deliverables for gender and inclusion mainstreaming.
  • Work with the DCD (Quality) to help create and embed a gender and inclusion culture across the country programme and collaborates where relevant with the HR and Accountability Departments on Safeguarding and PSEA aspects.
  • Represent Medair in the relevant external fora (in country Cluster structures and other sectoral initiatives). Reflect the values of Medair with team members, local staff, beneficiaries, etc.

Qualifications

  • Degree, or equivalent level of knowledge, ideally in international development, gender studies or wider inclusion-related areas.
  • Strong working knowledge of English and French (spoken and written).

Experience

  • At least 5 years management experience in complex humanitarian settings.
  • Proven experience in gender and inclusion mainstreaming and/or programming in a global organisation.
  • Proven experience of Project Management and coordination experience in an international organisation.
  • Training and tool development experience on gender and inclusion mainstreaming processes.
  • Experience in working around sensitive issues in communities and familiarity with the DR Congo or similar contexts.
  • Experience with technical support to proposal development, programme implementation and strategy development.
  • Conversant with relevant computer software packages and applications.
  • Ability to deliver tasks to deadlines. Strong networking and relationship development skills.
  • Excellent team working skills. Excellent capacity building skills.
