In 2018, USAID Food for Peace awarded CARE USA a $33 million, five-year Development Food Security Activity that will directly impact the most vulnerable households accoss three communes in Maradi (Chadakori, Guidan Roumdji, and Guidan Sori) in Niger. The Hamzari Theory of Change (TOC) responds directly to four underlying causes of food insecurity. Purpose 1: Extreme vulnerability reduced for vulnerable women, youth and marginalized households will provide assistance to extremely vulnerable women, men and youth, enabling them to engage in livelihood activities, thereby increasing their incomes and adaptation. It will increase social capital by strengthening platforms, working within and between communities, and building connections to municipalities. This will strengthen coherence between community plans and service delivery. High levels of malnutrition and poor health among women of reproductive age and children under two will be addressed through Purpose 2: Improved Health and Nutritional Status of Pregnant and Lactating Women, Children under Two Years of Age, and Adolescent Girls. Purpose 2 will address gendered social norms among men, women, girls, boys and grandmothers with a Social Behavior Change Communication (SBCC) strategy to ensure effective infant and young child feeding and care, reduction of harmful practices, such as early marriage and frequent pregnancy, and open opportunities for girls to go to school. Purpose 2 will also work to improve service delivery. Purpose 3: Improved access and use of equitable and sustainable WASH services for all community households will address poor sanitation and hygiene by improving latrine access to increase open defecation free (ODF) status, in addition to improving hygiene in community venues. Hamzari activities will also increase the availability of and access to sustainable water resources. Finally, Purpose 4: Improved sustainable diversified livelihood opportunities and adaptive capacities for women, youth and vulnerable households will increase incomes from crop and livestock production by introducing more adaptive and market based production.

Gender-Sensitive Climate Vulnerability and Capacity Assessment (G-CVCA) Study Consultancy

This study will help facilitate the project’s understanding of the underlying causes of vulnerability to climate and disasters to girls, women, boys and men, which is key for addressing social inequalities and poverty in a context affected by climatic shocks, stresses and disasters. The G-CVCA will help to elucidate factors that the project will need to consider—the nature and degree of climate change impacts, the people and systems that will be sensitive to those impacts, and the adaptive capacities of those affected.

Specifically, the Gender-sensitive Climate Vulnerability and Capacity Assessment will analyze vulnerability to climate change and adaptive capacity at the community and household-level. It also will assess community knowledge on climate as a complement to scientific data to achieve greater understanding of the local impacts of climate change on different groups in a community (junior and senior men, junior and senior women, boys and girls, transhumant pastoralists) so that they are better able to analyze risks and plan for community-based climate adaptation. The results of the assessment will be primarily relevant to project Purpose 1 (Disaster Risk Reduction) and project Purpose 4 (Adaptive Agricultural Practices). Issues relevant to project Purpose 3 (Sustainable Water Supply) may also be raised.

Expected Level of Effort: 65 days
