role PURPOSE

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalised with high quality programs that deliver long lasting benefits  by increasing its income, working in partnership with others and operating effectively.

Child Protection and Gender Specialist is technical support position aimed at improving Plan International Guinea-Bissau’s gender transformative and inclusion projects and programs, particularly using the Child Centred Community Development (CCCD) approach.

The specialist will be responsible for facilitating capacity building of staff, local partners, including communities with whom Plan Guinea-Bissau works for the effective implementation of all Plan Guinea-Bissau gender transformative and inclusion policy. The specialist responsibilities includes developing initiatives and strategies that will ensure quality of the fulfilment of child rights and specially girls right in a gender transformative and inclusion approach.

The position ensures Plan International Guinea-Bissau attains the vision of becoming a leader and center of excellence for Gender equality through organizational practice, profile and programming in the country; that gender inclusion particularly girls’ issues are mainstreamed in PU level plans and programs in the country and that the ‘Because I am a Girl’ (BIAAG) and Girls Get Equal campaign is translated into effective and innovative programs and other initiatives benefiting children across the country.

The function exists to support Plan International Guinea-Bissau mission three key functions: deliver quality programmes for children, develop and strengthen its partnership strategy in gender transformative and inclusion, but also to support the diversification of funding sources to resource Plan’s ambition in the country.

 

Dimensions of the Role

 

  • Report to the Program Support & Strategy  Manager of Plan International Guinea-Bissau;
  • Understand program systems and processes for compliance and management information;
  • Management and support of all Rights of the Child and gender inclusion processes  within Guinea-Bissau
  • Management and support of all Gender Transformative Program processes within Plan International Guinea-Bissau
  • To acts as adviser to programme support and strategy at Plan International Guinea-Bissau and support the realization of Plan GNB CS objectives.
  • To ensure the delivery of programmes as per PII processes and standards
  • The holder of this position will be actively traveling to the field to provide support and suppression to programme coordinators,  PUM managers and  partners  to deliver projects

Accountabilities

 

To build and strengthen relationships and capabilities of communities and partners to develop gender transformative and inclusion initiatives that translate to gender transformative programs and deliver it in child centered community development approach (CCCD) in Plan operational areas in Guinea-Bissau.

  1. Strategy and Programming
  • Assist the Country Management Team (CLT) with the design, monitoring and evaluation of strategies for gender transformative partner development in order to ensure sustainable child and gender centered community development interventions
  • Contribute to overall policy directions on local partnership.
  • Undertake appropriate research on effective methodologies for involving local partners, including communities for the attainment of the gender transformative and inclusion quality service delivery.
  • Participate in the development, review/revision of the Country Strategic Plan (CS).
  • To lead the development and delivery of a Gender and Inclusion audit across the Country as well as a subsequent follow up action plan
  • To develop and deliver a country gender and inclusion strategy including a business plan for the country implementation of BIAAG.
  • Provide technical support to PUs for Gender and Girls Gets Equal (GGI) campaign initiatives
  • Contribute to the development of a country Gender transformative program framework as well as a country GGI business plan.
  • Contribute to other Plan WARO strategy development and realization in the area of Gender equality and Inclusion mainstreaming
  • Support the development of strategies to ensure Gender equality is mainstreamed in Plan Guinea-Bissau HR, culture and other organizational processes and maintain gender sensitivity towards staff and Plan associates.
  • To support and deliver knowledge sharing strategy to ensure that lessons learned are published and distributed widely.
  • Develop concept notes and proposal related to gender transformation and inclusion.

 

 

  1. Partners capacity building and learning initiatives
  • Identify training needs of partners, develop strategic training plans and facilitate the training process using appropriate methodologies that ensures participation.
  • Provide technical support to frontline staff countrywide in the development of country program (CPs) and project outlines (POs) consistent with the CCCD approach for implementation.
  • Participate in the development of action plans and budgets and provide assistance to implement them.
  • Develop and coordinate initiatives in the Gender and Inclusion Domains/sector in an integrated manner for learning and sharing with other stakeholders within and outside Plan International Guinea-Bissau.
  • Prepare and submit quarterly work plans detailing tasks (including monitoring plans) to be undertaken and indicators of performance and prepare progress reports.
  • Participate in regular Technical Support Team meetings to discuss work progress and develop appropriate strategies to ensure that set project objectives and program goals are achieved.
  • Keep close contact with officials of relevant  Ministries to work on  with government policies in  gender equality and inclusion developments within and outside the country;
  • Keep the Program Support Manager (PSMS) and the Country Director (CD) up to date on all matters relating to Gender inclusion domain/sector that could impact Plan International Guinea-Bissau programs.
  • Actively participate in and contribute to regional, sub-regional and national networks and alliances on partnership development and other initiatives in the light of the CCCD approach.
  • Assist the PSMS in preparing required reports and other documentations as may be required by the Country Management Team (CLT).
  • Perform other tasks as assigned by the PSMS or Country Director, from time to time.
  • To inform, motivate and advise Plan International Guinea-Bissau CO and PU staff on gender issues
  • To serve as a champion for gender equality, practice and effective programming among staff and volunteer in the Country.
  • Provide regular, timely progress reports on role performance indicators as agreed with the supervisor.
  • Represents Plan at a high level through conferences, commissioned papers, articles and media interviews in the Country and beyond on child protection and gender related issues;
  • Increased and effective coordination with NO’s, other RO’s and other organizations to attract the resources and talent required for the Country to attain the vision of Gender transformation in Plan.
  • Liaise with external organizations on behalf of Plan on  Gender and Inclusion work;
  • Ensure timely and accurate briefings, reports and gender related data are provided as required
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
