GIZ- SDR Programme

 Background

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives; and in Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.

The Strengthening Drought Resilience (SDR) support Programme of GIZ was initiated in 2013 as a response to the Ethiopian Government’s appeal to end drought emergencies. Thus, SDR Program is closely linked to the Country Programming Paper (CPP) to End Drought Emergencies in the Horn of Africa and anchored in the over-arching Growth and Transformation Plan (GTP). This programme is implemented under the Ethiopian Ministry of Agriculture and Livestock Resources (MoALR), the respective decentralised bureaus and the GIZ.

The SDR-Programme of GIZ supports the Ethiopian government’s endeavours to strengthen the drought resilience capacity of pastoralists and agro-pastoralists in selected pilot areas in Afar and Somali regions, by allowing them to adapt their livelihood system to a changing natural and socio-economic environment context in order to get a higher and more secured income.

For its SDR program activities, GIZ is looking, for a Geo Information Systems (GIS) / Remote Sensing (RS) Advisor as per the detail below:

 

Position:                                Geo Information Systems (GIS) / Remote Sensing (RS) Advisor

Place of Work:                      Jijiga

Responsibilities

–       Is the main contact person within the SDR-Program to administer GIS data generated by and with support of the projects within the SDR Program;

–       Supports GIZ partners with GIS-related activities and is backstopping their GIS activities to further build capacity;

–       Supports the project managers and the teams in the field with GIS data and maps;

–       Is networking with other projects and programs within the green sector of the GIZ Country portfolio and outside GIZ.

 

Tasks

–       Support partner institutions in Somali in their efforts to build capacity in the field of GIS and Remote Sensing (RS);

–       Collect and process GIS data that is generated within the projects on behalf of the SDR program;

–       Build and administer a GIS-relevant data pool;

–       Develop maps based on requested parameters, e.g. for assessing agricultural potential areas

–       Support the program to monitor and visualize its contributions to the national as well as global land degradation neutrality targets.

–       Maintain the network with other projects in the GIZ green sector program about GIS relevant aspects and developments;

–       Maintain contacts and the network with relevant institutions in Ethiopia and abroad;

–       Attend meetings and conferences that are considered useful by the SDR program.

 

Job Requirements

Required Qualifications, Competences and Experiences

 

–       The candidate must have a BSc in Geography, Geosciences, Natural Resource Management or similar qualification

–       Minimum of 5 year of experience on the filed

 

Competences and Professional Experience

 

–       The candidate must demonstrate competence in handling GIS software, in particular Quantum GIS (QGIS), must be able to interpret and process satellite pictures (Sentinel, Landsat, Rapid Eye), train beginners in QGIS application and data processing;

–       The candidate must have experience in administering GIS data bases and be able to understand data base systems and query functions in different GIS software products;

–       Experience with Copernicus Data and Information Access Services (DIAS), Google Earth Engine, and/or FAO Water & Productivity Open Access Portal is an asset.

 

Other Knowledge and additional competences

 

–       Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);

–       Confidential handling of data and information is a must;

–       Very good knowledge of the English language, knowledge of Amharic; and/or Somali languages are an important asset;

–       Willingness to improve skills as required by the tasks to be performed – corresponding measures are agreed with management.

–       Willingness to frequently travel between Addis Ababa and Jijiga, and to woredas in Somali,

–       Willingness to work in a harsh environment.
