Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Gender and Social Inclusion (GESI)/Youth Specialist position on an anticipated USAID-funded District Governance Strengthening activity in Zambia.

The overall scope of the District Governance Strengthening (DiGS) project is to help Zambian citizens and the Government of Zambia strengthen the sub-national system of governance for devolved service delivery that is more responsive to citizen needs. The program will engage national and sub-national authorities to expand the capabilities of district-level governance bodies to deliver sustainable development outcomes, increase effective citizen and private-sector involvement in development planning and monitoring, and improve public financial management and revenue generation.

Position Description/Summary: Under the supervision of the Chief of Party, Deputy Chief of Party and/or Senior Technical Adviser, and in close coordination with other technical experts, the Gender and Social Inclusion (GESI)/Youth Specialist will develop and implement the program’s gender, and social inclusion approach and advise the project team on GESI strategies. The Specialist will also make sure that the program encourages youth leadership and experiential learning, as well as adult approachability. This is anticipated to be a five year role.

Key Responsibilities:

*Lead the gender equality and social inclusion (GESI) analysis to identify explicit and implicit gender or age-related biases in local service delivery -related laws, policies, regulations, and institutional practices and track recommendations implemented from this analysis and their impacts on the project.

*Support mainstreaming gender and youth considerations into technical assessments and analysis such as Applied Political Economy Analysis (APEA) and other research initiatives.

*Develop and promote strategies to engage women, youth, and marginalized groups in service delivery and social accountability.

*Develop and promote strategies to engage men and traditional leaders to support the participation and leadership of women, youth, and marginalized groups in project activities.

*Work with technical project teams to ensure GESI is mainstreamed into all capacity development initiatives.

*Work closely with selected local governments and implementing partners to develop their internal and external GESI programming capacities.

*Coordinate with the Monitoring, Evaluation, and Learning (MEL) team to develop and implement gender and youth responsive MEL systems across project activities.

* Supports program activity to 1) reduce gender disparities in access to, control over and benefit from socioeconomic opportunities and services at the local level; and 2) increase capability of women and girls to realize their life outcomes in social, political and economic advancement at the local level.

* Ensure that youth are engaged in decision making, management and leadership.

*Provide ongoing coaching and mentoring to project staff and partners on gender youth integration/social inclusion sensitivity and approaches.

*Develop materials and processes for specific areas/topics identified as needed for the effective integration of gender and youth in all major project areas. This can include but is not limited to training, mentoring and coaching of partners, Social Behavior Change Communication (SBCC) development, and other tools, methodologies, etc.

* Supports knowledge sharing and learning related to gender and vulnerable populations.

Qualifications:

*Minimum of a Bachelor’s degree (Master’s or a related advanced degree preferred) in international development, education, gender studies, international affairs, local service delivery, economic development or another related field.

*A minimum of 8 years related experience in gender mainstreaming and/or youth initiatives/programs within national, sub-national, and community-based organizations and networks.

*Knowledge of key Zambian national policies and commitments related to gender, youth, and marginalized groups with particular experience in issues of service delivery, community engagement, social accountability, and local participatory revenue and budget strategies.

*Experience designing and facilitating trainings on gender and youth issues and gender and youth integration in local decision-making processes and techniques.

*Strong monitoring and evaluation skills focused in effective gender and youth indicators and data collection considerations.

*Capacity to be original and creative in strategies to integrate gender and youth considerations into non-gender related programming.

*Demonstrated flexibility, adaptability and ability to perform and collaborate under challenging conditions.

*Ability to work independently and produce timely and high-quality results.

*Ability to live, work, and travel within Zambia.

* USAID experience preferred;

* English language fluency (oral and written) is required;

* Excellent interpersonal and communications skills;

* Zambian nationals strongly encouraged to apply

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
