SUMMARY OF ROLE
The Proposal Recruiter provides support and coordination for IntraHealth’s domestic and international talent acquisition activities. These areas include recruitment business development staffing for new proposals, US-based positions, and supporting ongoing international projects. S/he will coordinate the recruitment process for applications submitted to donors, including designing and implementing sourcing and recruiting campaigns to identify country nationals, expatriates, and third country nationals for strategic positions. S/he will be responsible for ensuring there is efficient and seamless support for all HR components of proposals that IntraHealth leads or participates in as a sub recipient.

ESSENTIAL FUNCTIONS
- Manage the full-life cycle hiring process via online application system (UltiPro) for a variety of positions including expatriates, third country nationals, and cooperating country nationals for project proposals for business development, and occasionally ongoing projects.
- Regular activities include advertising positions, screening applications, coordinating interviews, checking references and negotiating salaries.
- Consult with division and department leaders to determine staffing needs and options to fill those needs. Provide solutions that meet hiring manager and organizational priorities.
- Provide support to implement recruitment strategies for specific RFA/RFPs or other program development initiatives in coordination with Human Resources, Program Development and Programs teams. Based on individual staffing plans, ensure that key personnel and other established positions are filled and that staffing documents (CVs, biodatas, and proof of compensation) are accurate and are submitted to Program Development unit for proposals. Act as point of contact for proposed personnel after proposal submission.
- Using Applicant Tracking System (ATS) and contact management systems, establish and maintain a pipeline of appropriately skilled job candidates to facilitate candidate sourcing on demand. Recruiting needs will be operationally as well as strategically driven. This will include working within HR to establish and manage skill profiles based on projected business development, succession plans, promotions, etc.
- Ensure compliance to all appropriate IntraHealth policies and procedures as well as federal and state laws, including regulations concerning EEO, AAP and OFCCP.
- Special projects including systematic HRIS/ATS enhancements, quality improvements and training, documenting processes/SOPs, and initiating/leading a preferred vendor process for temporary contractors.
Education/Experience Requirements
- Bachelor’s Degree and 10 years’ experience, or Master’s Degree and 6 years’ experience
- Progressive work experience in the areas of talent acquisition/recruitment/staffing. Preference given to candidates with experience working with NGOs on international development activities
- Experience working with Applicant Tracking Systems is required, and experience with Human Resource Information Systems is preferred
- Ability to work effectively in a very fast paced environment with multiple competing priorities in a global culture
- Strong communication skills (written and spoken) required. Fluent English language skills are required; fluency in a second language strongly preferred (helpful languages in order of preference: French, Swahili, Spanish, Russian, Arabic)
- Proven experience demonstrating the ability to act independently on assigned tasks and to exercise good judgement and flexibility with shifting priorities while serving the needs of employees and organization.
- A proven global HR perspective is required, including experience working and communicating effectively with all levels of employees from a variety of global cultures. This includes the ability to consistently demonstrate professional, positive, and approachable attitude/demeanor, and discretion and sensitivity in handling confidential information.
